재정비촉진사업의 의사결정요인분석 : 대구시 동구 신암동 재정비촉진지구내 거주자를 대상으로 = Analysis of Factors Influencing Decision Making in Urban Renewal Project : Focused on residents in urban renewal district of Sinam-dong, Dong-gu, Deagu city

국문 초록 (Abstract)

재정비촉진사업은 기존의 주거환경정비사업이 가진 개별단위의 정비방식으로 인해 제한적인 물리적 환경개선, 기반시설 부족문제, 주변지역과의 단절, 사업성 위주의 고밀 개발 등의 문제를 해결하기 위해 주거환경의 물리적 개선뿐만 아니라 광역단위의 기반시설계획과 커뮤니티를 중심으로 하는 도시재생사업이다. 하지만 재정비촉진사업은 광역적으로 지구가 지정되어 많은 이해관계자들이 생겨, 많은 갈등이 생길 것으로 예상된다. 이러한 이해관계인들의 갈등은 사업을 지연시켜 사업추진을 어렵게 하고, 사업의 투명성을 해치는 원인으로 작용할 것이다. 재정비촉진사업 추진시 공공은 물론 대상지 주민들의 적극적인 이해와 참여는 필수적 요소이며, 거주자들의 사업 추진에 대한 의사를 파악하는 것은 해당지역의 커뮤니티재생 및 원활한 사업진행을 위해 중요한 과정이다.
따라서 본 연구의 목적은 재정비 촉진 지구 내 거주자들의 사업 찬반 의사결정에 영향을 미치는 요인을 분석하고, 향후 대구시 재정비촉진사업의 원활한 사업추진을 위한 시사점을 제공하고자 한다.
연구방법으로는 주거선택 및 주거이동 이론과 선행연구를 바탕으로 선정한 독립변수를 중심으로 의사 결정 별 응답특성을 살펴보고, 의사결정에 영향을 미치는 요인을 실증분석하기 위해 자가가구와 세입자가구에 대해 로지스틱 회귀분석(Logistic Regression Model)을 실시하였다.
실증분석 결과, 자가가구의 의사결정에 영향을 미치는 요인으로 거주기간, 가구원수, 주택유형, 주거환경 만족도, 가구주의 직장위치가 유의미한 변수로 나타났다. 세입자가구의 의사결정에 영향을 미치는 요인으로는 주택면적, 주거환경 만족도, 재학자녀 학교위치가 유의미한 변수로 나타났다.
분석결과에서 알 수 있듯이 재정비촉진사업에 대한 거주자들의 의사결정은 단순히 재개발로 인한 이익과 추가입주부담금 지불능력 여부만이 영향을 미치는 것이 아니라 각 가구가 가지는 가구특성, 주거특성, 경제적 특성, 입지특성 등의 요인들이 종합적으로 영향을 끼치고 있다. 이러한 요소들을 반영하여 재정비촉진지구 지정과 계획수립 시 단순히 물리적 여건만을 고려해서는 안 되며, 각 가구가 가지는 특성 등을 종합적으로 고려하여 재정비촉진사업이 원활이 추진될 수 있도록 해야 할 것이다.
이 연구는 2008년에 실시한 ‘신 암 재정비촉진계획 수립을 위한 주민의견조사’자료를 바탕으로 분석하였기 때문에, 조사 당시의 경제적 여건과 정책 등을 반영하지 못하였다. 추후 경제적 여건과 부동산정책 등을 종합적으로 반영한다면 재정비촉진사업의 의사결정요인을 더욱 더 객관적으로 분석할 수 있을 것이라고 판단된다. 그리고 또 다른 재정비촉진지구를 대상으로 동일한 연구가 이뤄져 폭넓은 자료의 구축이 이루어진다면 재정비촉진사업의 의사결정요인에 대해서 보다 객관적인 결과를 제시할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze factors influencing on decision making for project initiative by residents in the district of Urban renewal project. Based on the analysis, this study intended to provide implications for smooth progress of Urban renewal project in Daegu city in future.
As study methods, response characteristics each decision making were investigated focusing on independent variables selected based on theories for residence choice and residence move, and pre-studies. And to empirically analyze factors influencing decision making, Logistic Regression Model was conducted for homeowners and tenants.
As the results of empirical analysis, factors influencing decision making for homeowners were residence period, number of family members, housing type, satisfaction on residential environment, and location of householder's workplace - these factors were proved as significant variables. Factors influencing decision making for tenants were housing size, satisfaction on residential environment, and school location of tenants' children - these factors were proved as significant variables.
As shown in analysis results, decision making by residents for Urban renewal project was comprehensively influenced not only simply by profit from redevelopment and payment capacity for additional moving expenses but also by factors like household characteristic, residence characteristic, economic characteristic, location characteristic etc. When designating and planning Urban renewal project district, these factors should be considered for smooth progress of Urban renewal project - besides physical factors, characteristics of household should be considered.
This study analyzed based on 'survey for residents' opinion to establish Sinam Urban renewal planning' conducted in 2008. So this study did not reflect economic conditions and policies of the time of the survey. It is judged that if economic conditions and real estate policies etc. comprehensively are reflected in the future, decision making factors of Urban renewal project could be more objectively analyzed. In addition, if materials are widely accumulated through same kind of studies for another Urban renewal project, more objective results on decision making factors of Urban renewal project could be suggested.
