Many issues on the effect of tourism policy are focused the positive or negative impacts for tourist hotel environment which are desirable, no matter what the advanced and developing countries may be.
The objectives for policy of tourism are concerned about an accordance of tourist satisfaction and market growth.
The purpose of this study is to reveal the effect of tourism policy which deregulations are helping for desirable environment of tourist hotel.
Concern is with conciliating deregulation and regulation at each type to apply with policy formulation by constructing goal and objective to measure the effect of deregulation.
In this context, research problems are raised as follow :
(1) to measure the positive impact of tourist hotel on deregulation for tourism policy.
(2) to measure th negative impact of tourist hotel on regulation for tourism policy.
(3) to identify the roles of deregulation and regulation by the type of tourism policy with its.
(4) to identify the difference of type both deregulation and regulation in the policy of tourist hotel.
A delphi technique describing the effect of the deregulation in tourism policy of tourist hotel was developed. It suggested that there was a ranking order of the effect between deregulation and regulation.
A valid and reliable 69 item(1 round) and 75 item of 5 scale(2~4 round) was developed using four round independent samples consisted of the experts on tourist hotel(n=51, n=57, n=52, n=49).
The scale operationalized and empirically measured the deregulation of a tourist hotel in the tourism policy context.
It consisted of four round but distinctive and stable dimensions ; deregulation, regulation.
The scale was judged to have content validity by an 1-4 panel of experts on tourist hotel for tourism policy. The reliability of forecasting (std, variance) and the independence (IQR, kurtosis) were satisfactory.
The Delphi Techniques, introduced by The Land Institute in the 1950s, in an effect forecasting technique that has been applied to public and private areas. It is well suited to expert effect forecasting and offers many benefits as a policy tool in experts decision making. This paper explains why the Delphi is so well-suited to the effect of tourism policy.
In this dissertation, the model of delphi technique is assessed with SPSS package.
Major finding are as follows :
First, we can see that the effect in deregulation of tourist hotel has difference with the effectiveness. Hotel experts have accordance to measure the deregulation and regulation for tourism policy.
However, the effect has difference with the type of deregulation. That is, the social deregulation is revealed a great of the effectiveness in tourism policy.
Second, the difference on effect between the social and industrial deregulation in terms of each type is showed in such as cost reduction, market expansion, investment incentive and project support. Therefore, we can conclude that the effect of deregulation for tourist hotel is being in korea.
Third, the ranking order of deregulation is as follow;
cost reduction(3.86), project support(3.77), market expansion(3.65), and investment incentive(3.44)
That is, the priority of cost reduction compared with others for hotel industry is the highest. In consequence, an accordance of deregulation is a base for tourism encouragement.
The policy implication of this study is the policy maker of tourism should promote industrial need for tourism encouragement under the base of deregulation.
Of course among the approaches, an accordance of decision making process and survey of the deregulation and regulation effects should be included.
