북한에서 권력과 재부(財富)의 분배구조와 동태성 -1990년대 이래 분권화된 약탈- = Power and W ealth in North Korea: Their Dynamic Interactions since 1990s

다국어 초록 (Multilingual Abstract)

This paper is an attempt to understand North Korea since 1990s theoretically. Concepts, such as predatory rule, corruption typologies, kleptocracy, decentralized predation, have been introduced and reviewed. North Korea since 1990``s 1S conceived as decentralized kleptocracy. Kleptocracy emerges when institutional norms are weak, and there exists very weak social checks against the ruler. In a decentralized kleptocracy, center``s discipline on lower officials 1S undermined. Besides central taxation, the lower officials participates m predation of society independently. The ruler competes with privileged companies, lower officials, and semi -market relations with regard to resources and rent. He alternates phases of tightening and loosening control, thereby take advantage of them, while checking them.
