한국의 토지비축제도 변천과정과 정책함의 = A Study on the Trajectory of Land Bank System and its Policy Implications in Korea

This research is conceived by the question whether Korea's land banking system has achieved land banking sufficient enough to meet future public demand. Also studied in the research from the perspective of historical institutionalism are whether enough reviews were made while Land Bank was founded to cope with economic crises and difficulties; and why the land banking system, under attack from many press media and at the parliamentary audit since its foundation, has become a subject of institutional failure.
The trajectory of land banking system over the past four decades finds that once an institution is designed, its path dependency makes it difficult to derail from the path. In spite of varying economic conditions, change in the hands of government, and realignment of land policy directions, the land banking system originating from purchase of corporate non-business lands has maintained its past institutional momentum and persisted all the way to Land Bank founded by the Public Land Reservation Act.
Accordingly, in order to achieve policy goals of an institution, initial path setting of the institution, first and foremost, must be done prudently. Moreover, a social consensus on land banking system must be built as well, and it is necessary both to secure budget for a stable operation of the institution and to establish resilient land banking system aimed at rationally coping with crisis.

국문 초록 (Abstract)

본 연구는 우리나라의 토지비축제도가 장래의 공적수요에 대비한 토지비축을 실현하고 있는가에 대한 질문에서 시작되었다. 또한 토지은행을 설립하는 과정에서 경제적 위기나 어려움에 대응할 수 있도록 충분히 검토되었는지, 그리고 제도 도입 이후 각종 언론 및 국정감사에서 많은 비판을 받았던 토지비축제도가 왜 제도적 위기에 처하게 되었는지를 역사적 제도주의 관점에서 고찰하였다.
지난 40여년의 한국의 토지비축제도 변천과정을 분석한 결과, 제도는 한 번 설계가 되면 쉽게 변화하기 힘든 ‘경로의존성’이 있다는 사실을 확인할 수 있었다. 경제상황이 바뀌었음에도, 정권이 교체가 되었음에도, 토지정책의 방향이 시대적으로 바뀌었음에도 불구하고 토지금고의 기업의 비업무용 토지매입으로 출발한 토지비축제도는 공공토지의 비축에 관한 법률의 제정으로 토지은행을 설립하게 되었지만, 제도적 기원인 과거 토지금고의 제도적 관성을 그대로 유지한 채로 여전히 지속되고 있음을 확인하였다. 본 연구의 정책적 함의로는 첫째, 제도의 초기 경로 설정의 중요성, 둘째, 토지비축제도에 대한 사회적 공감대 형성 필요, 셋째, 토지은행에 대한 정부재정 지원 필요, 넷째, 회복력 있는 토지비축제도의 운영을 제언하였다.
