도시하천 살리기 거버넌스의 특성비교:온천천과 양재천의 사례 = A Comparative Study on the Governance Traits of Urban Stream Restoration : In case of Oncheon and Yangjae Stream

다국어 초록 (Multilingual Abstract)

Despite of the necessity on the governance approach for urban stream restoration,still the case study has been insufficient and has not dealt with various characteristics of governance structure. In this paper, by analyzing the characteristics of governance appeared in the restoration project of Oncheon and Yangjae stream, we are going to suggest desirable policy direction to save the mother-nature of river. Yangjae stream was restored by government-led, and Oncheon stream project was close to citizen-led based on the voluntary environmental management. The governance structure of both stream restoration showed horizontal networks. Horizontal network, driven by both strong civil society and government, appeared in Oncheon stream, whereas it was mainly driven by government in Yangjae stream. A variety of civic organizations and residents were involved in Oncheon stream compared to Yangjae river. Neither of cases were restricted by official rules or sanctions. There is no big difference on policy outcomes between Oncheon river with the characteristics of civil society-led governance and Yangjae stream with the nature of government-directed governance. The success of urban stream restoration depends on the closeness and continuity of cooperation between government and civil society.
