저출산·고령 사회 대비 ‘인구교육’ 강좌의 구성과 운영 실태 분석 = A Study on the Actual Conditions of Organization of ‘Population Education’ Lectures for Low Birth Rate and Aged Society

This study analyzes management status of Population educational program, recently provided by several universities nurturing secondary school. This study aims to understand the structure and the actual condition of population education lectures in 4 universities. To conduct the research, we analyzed the course syllabuses of ‘the population education’ lectures in 4 universities, and made up for the weak points in the difficulties to understand on paper through the telephone interview. We analyzed the opening state of the lectures including the lecture names, the lecture sections, and the peculiarities of curriculum structure of the lectures including the themes of the lectures, the contents of the lectures, and the characteristics of the lecture management including management methods, teaching and learning methods etc. about ‘the population education’ lectures opened in 4 universities in 2013. And, the content analysis standard of the course syllabus was made up of five categories: ‘respecting man's life and dignity’, ‘population’, ‘family’, ‘welfare’, and ‘population education’. The study shows that the majors of each responsible professor in 4 universities were different, and each university is different in aspects of the open state the lectures and the contents structure of the curriculum as reflecting each characteristics. We suggested that a administrative and institutional support should be performed to improve the environment opening the lectures with the systematization and standardization for the contents constitution of the population education, and the development of related materials and teaching and learning materials to prepare for an aging society with low fertility, and the population education should be expanded to more students including the pre-service teachers based on the results of the study.

국문 초록 (Abstract)

본 연구는 보건복지부(2013.5)의 ‘초․중등교원 양성대학 인구교육 강좌 개설 지원 사업’에 참여한 4개 대학의 인구교육 강좌의 실태를 파악하고 개선 방안을 모색하는 데 그 목적이 있다. 4개 대학의 2013년 ‘인구교육’ 강좌의 강좌목명, 이수학년, 이수구분 등 강좌 개설현황과, 강좌내용 구성 현황 등 강좌 교육과정의 구성상의 특성, 운영방식, 교수․학습 방법 등 강좌 운영 상의 특징을 분석하였다. 연구 수행을 위해 각 대학의 강의계획서를 분석하였고 내용분석 준거는 인간존중, 인구, 가족, 복지의 4개 영역에 보건복지부 강좌개설 지침에 포함된 인구교육을 포함한 5개 영역과 10개의 중영역으로 구안하였다. 연구 결과 4개 대학별 강좌명, 이수 구분, 학점 등이 각기 다르고, 강좌의 주제는 인간존중, 인구, 가족, 복지, 인구교육 영역별로 구성 비율에서 각기 다른 특성을 보이고 있었다. 그리고 책임교수의 전공도 가정교육, 정치학, 지리학 등 다양하였으며, 강좌 운영상에서도 교육 효과를 극대화하기 위하여 발표, 체험학습, 토론 등 다양한 방법을 적용하고 있음을 확인할 수 있었다. 이 연구의 결과를 바탕으로 보다 많은 학생들을 대상으로 한 인구교육의 확대를 위해서는 저출산·고령 사회 대비를 위한 인구교육 내용 구성의 체계화와 표준화, 관련 교재 및 교수·학습 자료 개발과 함께 강의 개설 환경을 개선하기 위한 행정적, 제도적 지원이 이루어져야 함을 제안하였다.
