국문 초록 (Abstract)

사회과교육은 바람직한 사회를 건설하는 데 필요한 능력을 갖춘 민주 시민을 양성해야 할 책임이 있다. 현재 우리나라에서 저출산·고령화 사회의 도래는 심각한 사회 문제로 떠오르고 있으며, 이를 해결하여 바람직한 미래 사회를 건설하는 것은 사회과교육의 책임이다.
저출산·고령화 사회의 문제를 해결하기 위해서는 기존의 인구 교육으로는 한계가 있다. 기존의 인구교육은 인구감소를 목적으로 무비판적인 인구 정책의 전달로 이루어졌다. 이는 놀라운 인구감소를 이루어냈지만, 결국 저출산·고령화 사회의 도래라는 또 다른 부작용을 낳았다. 이러한 실패를 다시 되풀이 하지 않기 위해, 인구교육의 새로운 전환이 요구된다. 새로운 인구교육은 미래 지향적이어야 한다. 즉, 현재 사회의 인구수의 변화가 미래 사회에 미칠 영향에 대해 스스로 사고하여 바람직한 미래 사회를 위해서 우리가 해야 할 일에 대한 올바른 방향을 정립해야 한다. 이는 바람직한 미래 사회를 만들어 나가는 것을 목적으로 하는 미래 교육과 밀접한 연관을 맺고 있다. 따라서 앞으로 저출산·고령화 사회 대비를 위한 새로운 인구교육의 방향으로 미래 교육이 적합하다고 할 수 있다. 이에 따라, 본 논고에서는 저출산·고령화 사회 대비를 위한 미래교육을 제안하였다.
저출산·고령화 사회 대비 미래교육 프로그램 개발을 위해 사회과 교육과정과 사회과교과서의 저출산·고령화 사회 대비 교육 내용을 검토하였다. 그 결과, 저출산·고령화 사회 대비를 위해 사회과 교육과정과 교과서에서 주축이 되어 다루어야 할 인구변동, 저출산, 고령화, 지원제도와 관련된 내용이 거의 없음을 발견하였다. 이에 따라, 저출산·고령화 사회 대비 미래 교육 프로그램의 주요 내용을 인구변동, 저출산, 고령화, 지원제도로 구성하였다. 또한, 저출산·고령화 사회 대비 미래 교육 프로그램의 방법은 미래 교육의 주요 방법으로 꼽히고 있는 시나리오 방법을 기반으로 하였다. 시나리오 방법은 ‘어떤 일이 일어날 수 있다고 생각하는가’에 대한 답변이다. 이 방법은 앞으로의 미래를 사회적 동인을 근거로 합리적으로 예측하고 바람직한 미래를 만들고 그 미래를 위해 계획을 수립하는 것이다. 시나리오 방법은 주로 준비, 추적, 분석, 전망, 결정, 행동의 6단계로 이루어진다. 이러한 6단계를 기반으로 저출산·고령화 사회 대비 미래 교육을 구성하였다. 하지만, 초등학생에게 그대로 시나리오 방법을 적용하는 것은 무리가 있으므로, 초등학생들에게 적합하도록 일부 수정하였다. 준비단계에서는 과거와 현재의 인구수와 인구정책에 대해 살펴보도록 교수-학습지도안을 구성하였다. 추적단계에서는 현재의 인구변화의 원인을 파악하였고, 분석 단계에서는 원인들 간의 관계를 파악하고, 저출산과 고령화로 인한 미래 사회의 모습을 예측해, 시나리오로 작성하였다. 본래의 시나리오 방법에서는 동인의 변화에 따른 여러 개의 실현 가능성이 높은 미래를 구안해야 하나, 저출산·고령화 사회 대비 미래 교육의 목적이 저출산·고령화 사회를 대비하기 위한 것이기 때문에 실현 가능성이 가장 높은 저출산·고령화 사회의 미래만을 구안하도록 하였다. 그리고 전망·결정단계에서는 2050년 미래 사회의 바람직한 모습을 만들고 그것을 위해 할 수 있는 일에 대한 계획을 수립하였다. 행동단계에서는 캠페인 송을 만들어, 실천의지를 다졌다.
수업 결과, 미래 사회의 인구를 합리적 근거에 의해 예측하는 경향이 증가하여, 기존의 무비판적인 인구 교육의 효과적인 대안이 된다고 볼 수 있다. 또한 저출산·고령화 사회의 원인에 대한 인식이 개인적 측면에서 사회와 국가적 측면으로 확대되었고, 저출산·고령화 사회의 심각성을 인식하는데 효과적이었다. 그리고 저출산·고령화 사회를 극복하는 해결책 수립 시, 구체적이고 실현가능한 견해를 제시하는 경향이 높아졌다. 마지막으로, 저출산·고령화 사회 대비에 영향을 끼치는 가치관 중 결혼관, 양성평등관은 뚜렷한 변화가 없었으나 자녀관과 저출산·고령화 사회에 대한 관심은 저출산·고령화 사회 대비에 적합한 긍정적 변화를 보였다. 이상과 같이, 저출산·고령화 사회 대비 미래 교육은 저출산·고령화 사회를 대비하는 능력 함양에 효과적이었다. 하지만, 마포구 소재의 초등학교 3학년 한 학급을 연구 대상으로 하여 일반화에 무리가 있다는 한계가 있다. 따라서 앞으로 저출산·고령화 사회 대비 교육 프로그램의 일반화를 위한 후속 연구가 필요하다. 아울러, 본 연구에서 더 나아가 저출산·고령화 사회 문제를 우리의 깊은 내면 속의 정신 사상과 철학과 연계하는 후속 연구가 필요하다. 저출산·고령화 사회 문제는 원인 진단과 극복의 차원과 해야겠다는 의지를 함양하는 차원에서 더 나아가, 그것이 개개인의 깊은 내면 속의 우리 정신과 철학과 융화될 때 해결될 수 있기 때문이다.
저출산·고령화 사회 문제가 시급함에도 사회과교육이 이에 대해 제 역할을 못하고 있는 실정에서, 사회과교육이 저출산 ·고령화 사회를 극복하는 데 주도적인 역할을 할 수 있도록 본 논문이 작은 보탬이 되

Social Studies have responsibility to raise democracy citizenship for conducting desirable society. Today, low birth rate and aged society cause serious society problems. Social Studies have responsibility to solve it.
A current population education has limits to solve the problem of low birth rate and aged society. It only tells the birth control without the consideration. It achieved remarkable population reduction, but it bred another serious problems, the low birth rate and aged society. New population education should be futuristic. Considering the effect of current population change to the future society, students need to take a right position and act properly. It is closely connected with Future Education for making the desirable future society. Therefore, Future Education is suitable for New Population Education for the low birth rate and aged society. Thus, this studies were written to propose the Future Education for the low birth and aged society.
This studies analyzed contents of curriculum and textbook of Social Studies to develop the program of Future Education for the low birth and aged society. As a result, they don't nearly have contents about population shifts, low birth, aged society, and social welfare program for the low birth and aged society. So, main contents of this studies are population shifts, low birth, aged society, and social welfare program.
Future Education for the low birth and aged society based on the scenario planning, which is major method of Future Education. Scenario planning is the response for that "What do you think what will happen?". This method predicts the future based on the trends, makes the desirable future and plans for it. Scenario planning is composed of six steps, preparation, tracking, analysing, imaging, deciding and action. For level of elementary student, however, some steps will be modified. In preparation step, students will study the shifts and policy of population. Students will find the root cause of current population change in tracing steps. In analysing step, students will find the interaction of each root causes. predict the image of low birth rate and aged society and make scenarios for it. In original scenario method, students have to make many scenarios which have high realization possibilities. But in this program, students make one scenario which has the highest realization possibilities. Because this program is made for the low birth rate and aged society. In imaging, deciding, and action steps, students will make the desirable visions of coming low birth late and aged society, set up the plan for it, sing the campaign song, and have a mind into practice.
After studying, student's predictability for future society will be promoted. So, this program can make an alternative plan for the existing Population Education. And it helps student's perspectives to find the trends about low birth rate and aged society, and widen the view from person to society. And it promotes students to make realizable solution overcome the low birth rate and aged problems. Finally, a view of children and interest for low birth rate and aged society have been changed positively to overcome the low birth rate and aged society problems. However, it can't helps to change the outlook on marriage and equality of sexes in low birth rate and aged problems.
In conclusion, Future Education for low birth and aged society is effective to develop ability for the low birth rate and aged society. But it is difficult to generalize it for all elementary students, because experiment group is one class. Therefore, future study will be needed to generalize this program. And it should be developed to connect to our traditional spirit and philosophy. Because solutions of the low birth rate and aged society are not only to find the root cause and to have a mind into practice, but also infusing our traditional spirit and philosophy into us.
Although it is urgent to prepare the solutions for low birth rate and aged society, current Social Studies didn't meet the society's demands now. In this situation, I wish that this studies will be helpful that Social Studies could play an important role for overcoming the low birth rate and aged society.
