長期未執行 都市計劃施設의 實態分析에 관한 硏究

다국어 초록 (Multilingual Abstract)

Since defined as urban plan, Korean urban facilities are being placed on the status of non-execution caused by a number of factors. Particularly 73 cities occupy more than 70% of non-execution facilities, and followed the infringement of property right - generally accepted as a non-solved critical problem - whose possess above land owner. Furthermore, we hardly figure out how much our citizen care about inconvenient and disadvantage subject to on above mentioned.
Hereby I suggest to improve non-execution facilities to cure our whole urban facilities, thus searching the reality of non-execution facilities and try to solve the solution thereby. As the base of obtainable documents, I analyze the reality of non-execution facilities according to the inner characters and questionnaire to figure out what executor thinking about which related to above. Also in the face of, we are not familiar of long-delayed urban facilities, try to search to stand the meaning of this deepenly.
I suggest the dual conception which are the time conception as long-term and substantial conception as non-execution, and make it to possible to arrange the concrete conception, and hereby present the searching report.
First, Korean non-execution facilities are on the critical situation, caused by financial insuffiency, but most of this followed by the lots of matters. Specially park and road facilities shows very critical situation, and hereby separately analyze as a major facilities.
Second, after analyzing the execution and non-execution facilities, most of the limited facilities are being executed and non-execution facilities might be long -termed tendency.
Third, the reason why the non-execution facilities brings about is the financial insuffiency presumed by the executor, nevertheless there is no fundamental solution in the current situation.
Forth, non-execution facilities relate to the inner characters financial independence, urban historicity, population scale, investment ratio for regional development, thus there is somewhat correlation between them.
Fifth, on the searching of the tendency of fundamental and time delayed execution facilities as the base of population scale, it could be figure out the typification under the control of non-execution facilities, and hereby suggest the lists which of characters.
According to the analyzing contents on above mentioned, our non-execution facilities come to the point of crisis and urgently need to prepare turning point followed by the various direction of our current society to overcome.
As a concern arrangements, I suggest the solution to reduce and solve the non-execution facilities under the gradual and positive countermeasure as following by :
First, It should be dissolve a trend of mutual distrust and conflict against the public policy through duty strength of both part, to accomplish on above matter, we have to cultivate the managing expert in execution part.
Second, being focused on the part of execution, we should remove long-termed factors of non-execution facilities, therefore change mind as 'Supplier is as Owner, hereinafter lead to activate indirect effiency and improvements of non-execution facilities and perform to obligate propriety investigation which is required to begin new development enterprise.
Third, executive department should guarantee consistency and efficiency of his affair through incentive rule and specialization, because above part is related to the private property and in the face of the resident in executive activity.
Forth, once define to scale up participant opportunity, taking part in for residents and have turning point of view, it should be necessary to realize and improve compensation criterior for the land & hindrance things.
Fifth, for systemize concrete financial investment, it should be duty bond to participated with the experted role and furthermore, turning to physical plan to non-physical plan in the point of view.
