국제학력평가와 교육정책의 상관관계분석 : 한국과 핀란드의 PISA2006 결과와 교육정책 비교 = (An)analysis on the interrelation of national educational policy and educational achievement

국문 초록 (Abstract)

핀란드 교육이 전 세계적으로 높은 평가를 받고 있다. 특히 최근 급격한 변화를 맞이하고 있는 한국의 교육 정책에도 영향을 미치고 있다. 본 연구는 PISA 2006에서 최상위권의 학력 수준을 보인 한국과 핀란드 교육의 특징과 차이점을 알아보고 한국 교육 정책의 문제점을 찾는 것을 목적으로 하였다.
PISA2006 자료를 분석한 결과 한국과 핀란드는 세계 최상위권의 학력 수준을 가진 것으로 나타났다. 그러나 한국에서는 평준화 정책의 존폐를 둘러싼 논의에 핀란드 교육이 서로 다르게 인용되고 있다. 핀란드 교육을 한국에 적용시키는 방법에도 상이한 관점을 취하고 있다. 핀란드 교육은 최고 수준의 복지정책을 통한 공동체 우선의 평준화 중심 교육이다. 신자유주의적인 교육 정책을 추진하는 것은 핀란드 교육의 성공과 거리가 멀다고 할 수 있다.

다국어 초록 (Multilingual Abstract)

The educational system in Finland began to influence Korean education policy which is undergoing a sudden reform lately. In this research we analysed the marked characteristics and differences in educational policies of South Korea and Finland, both of which achieved outstanding results in PISA2006. Through such analysis, we also tried to figure out the problems in Korean educational policy.
According to the data of PISA2006, both South Korean and Finnish students showed the world's best scholastic achievements in spite of the fundamental differences in the educational system. On the verge the reform to improve the educational system in Korea, it is considered appropriate to introduce positive aspect of Finnish educational policy. But in the controversy concerning "equalization policy" in education, we could find that opposite side of the argument are both referring the same Finnish policy with single sided interpretation.
Finnish educational policy is community centered system providing equal opportunity based on the abundant resources through the well established welfare system. The educational policy of Neo-liberalism with a fragment of Finnish system will be far from being successful.
