장애물 없는 생활환경 보도부문과 지구단위계획 시행지침의 실증적 비교분석 = An Empirical Comparative Analysis of the Guidelines for the Implementation of the District Unit Plan on the Walkway Section of the Barrier-Free certification

국문 초록 (Abstract)

인구 고령화에 대한 문제는 전 세계적으로 시급하게 다루어져야 할 사회적 이슈 중 하나이다. 우리나라는 최근 고령화 속도가 OECD 가입국 중 가장 빠르게 진행 중이다. 앞으로의 사회에 발맞춰 고령화에 대응하는 지역사회를 조성하기 위해 도시계획의 역할을 강조해야한다. 따라서 고령친화도시 정책 수립에 있어 여러 편의시설을 장애 유무 및 연령, 성별과도 관계없이 모든 시설 이용자가 편안하고 안전하게 사용할 수 있도록 설계하는 것을 기본개념으로 두고 있는 BF(Barrier Free)인증제도가 중요한 기초가 될 것이다.
본 연구는 BF인증제도 도로 중 보도부문 인증기준을 연구대상으로 하고, 세종시 2-1, 2-2, 2-4생활권 지구단위계획 시행지침과 비교·분석하여 문제점을 도출하는 것을 연구의 범위로 설정한다. 분석 대상지로 세종특별자치시를 선정한 이유는 다음과 같다. 세종특별자치시는 행정중심복합도시로 향후 건설되는 신도시의 공간 환경에 대한 규범을 제시하고, 상생과 도약을 구현하는 선도적 의미의 도시개발 및 품격 높은 세계적 모범도시 건설을 목표로 건설되었다. 이에 세종시의 지구단위계획 시행지침을 분석하여 BF인증기준에 준하게 수립되었는지를 검토하고, 지침에 따라 조성되었는지 실태를 파악하고 종합적으로 BF평가지표 항목에 대해 검토한다.
본 연구의 목적은 BF인증 도로 평가기준과 지구단위계획 시행지침 및 현황을 비교, 분석하고 문제점을 도출하는 것이다. 이를 통해 비교군으로 선정한 세종시가 편리한 선진도시의 건설 목표를 세운 행정중심복합도시의 이념에 맞게 실제로 지침이 적정하게 작용하고 있는가에 대한 여부를 검토할 수 있다.
본 연구에서는 검증된 BF인증기준을 통해 신도시의 시행지침의 문제점을 분석하고자 하였으며, 그 결과는 앞으로의 신도시 지구단위 계획지침 수립함에 있어 도움이 될 것으로 기대한다.

다국어 초록 (Multilingual Abstract)

The issue of population aging is one of the social issues that must be addressed urgently around the world. Korea is currently aging the fastest among OECD members. The role of urban planning should be emphasized to create a community that responds to aging in line with the future society. Therefore, the Barrier Free (BF) certification system, which aims to design various convenience facilities for comfortable and safe use by users of all facilities regardless of disability, age, and gender, will be an important basis in establishing an aging-friendly city policy.
This study sets the scope of the study to derive problems by comparing and analyzing the certification standards for the sidewalk sector among the BF certification system roads and the implementation guidelines of Sejong 2-1, 2-2, and 2-4 living area district plans. The reasons for selecting Sejong Special Self-Governing City as the target of analysis are as follows. Sejong Special Self-Governing City is a complex city centered on administration, and it presents a standard for the spatial environment of the new city to be constructed in the future and it was built with the aim of developing a city in a leading sense that embodies win-win and leap forward and building a world-class model city with high quality. Accordingly, the implementation guidelines of Sejong City's district unit plan are analyzed to review whether they were established in accordance with the BF certification standards, identify the actual conditions created according to the guidelines, and comprehensively review the BF evaluation index items.
The purpose of this study is to compare and analyze the BF certification road evaluation criteria and district unit planning implementation guidelines and current status, and derive problems. Through this, it is possible to examine whether the guidelines are actually working properly in line with the ideology of the administrative-centered complex city that set the goal of constructing a convenient advanced city.
This study attempted to analyze the problems of the implementation guidelines of new cities through the verified BF certification criteria, and the results are expected to be helpful in establishing future district unit planning guidelines.
