This research is intended to grasp the formation of the Japanese-style farm resulting from Japanese imperialism around the Gunsan-Okgu district which acted as an outpost for Japanese plunder. We're going to closely examine this plunder which came about as a direct result of the fundamental Japanese policy of economic exploitation in the Korean Peninsula and the decline in Korean patriotism resulting from Japanese racist attitudes.
The top priority of the Japanese colony was land plundering. It was the first step towards establishing financial control of the Korean colony. The main means towards achieving this was through the reshuffling of the land system in Korea. The general conditions of the Gunsan-Okgu area, including its abundant agricultural and fishing resources and its geographical location between the Gold and ManKyong rivers made it the primary target of land plundering and economic exploitation in the newly established Japanese colony.
Japan had already established the Gunsan port as an advance base which was to be utilized as the outpost from which economic plundering could be staged. This plundering focused on the acquisition of land which was achieved through the forced sale of Korean held farm land to the Japanese.
The Japanese had begun this system of land acquisition through illegal means as early as 1894. By 1901, the amount of land purchased by Japanese foreigners in the Gunsan-Okgu area was close to 4000 jungbos(a jungbo is a standard measurement of land common to this period in history). It was at this point the Japanese began readying the Gunsan-Okgu area as the primary base from which imperialist expansion and the creation of a colony economy could take place.
In 1905, Japan concluded the implementation of the U1Sa-protectorate treaty. This treaty would provide the basis for Japan to begin full-scale unimpeded land theft. The first step of this process was through the creation of a special farm office. The purpose of this organization was to oversee Land Research throughout the entire region. This research became the stepping stone for Japan to begin its campaign of land plunder.
The Land Research ordinance was geared towards two end: the measurement of farmland and the identification of land and facilities ownership. In 1910, this research was taken over by the Choson Government-General. By 1912, Japanese annexation of Korean farmland intensified with the issuance of three land system ordinances. As a result, the Land Research ordinance resulted in the effective legalization of Japanese land theft. The Japanese accumulation of land began to increase across the Korean peninsula and as the plundering reached further, Korean farm owners were degraded to a tenant farmer status and stripped of all land ownership as well as of any legal recourse to challenge their terribly precarious economic positions.
After establishing a foothold in the region via land plundering, the Japanese moved towards the economic exploitation of these illegally acquired resources.
In 1917, following the conclusion of the Land Research, Japanese attention turned towards what was officially known as an investigation of the irrigation facilities .
The irrigation business was the quickest means by which the Choson Government-General could propel large-scale land improvement. This was necessary to proceed the plan to increase rice production. This increase in rice production was aimed to actively protect and support the Japanese landlord's irrigation businesses while providing relief to the Japanese rice
shortages at home. Therefore, it appears that this series of ordinances was intended to plunder Choson of its land and agricultural production in order to benefit the Japanese homeland.
Historically, the beginnings of this can be seen as early as 1904 where in Iksan and Okgu the Japanese owned farms were already established. It was during 1908, however, that the Japanese first began the takeover of irrigation businesses in the Gunsan-Okgu area. Japan established the largest irrigation businesses in the Chonbuk province, eventually reaching 10,000 pyong (pyong is a land measurement). From this initial establishment, the takeover of irrigation businesses spread from the province to the entire Korean peninsula.
With the irrigation businesses firmly in hand, Japan then proceeded to the plunder of lands through a process of reclamation in the coast area, a move led by the East Colonization Joint-Stock company. The company was built upon a joint venture between a by this time powerless Korean government and Japan in 1908. This joint venture had the appearance of trying to improve the farmer's life in Choson but in reality was the means by which Japan began the large scale illegal purchase of land.
With the support of the East Colonization Joint-Stock company, Japanese emigration began to steadily increase in occupied territories and this expansion was encouraged through land reclamation in the coastal areas. With this expansion and the newly implemented burden of heavy land taxation, Korean farmers began to lose their land to the Japanese and be degraded to simple tenant farmers.
It is interesting to note that the Rice Production Increase Plan began its full scale operation during the Japanese rice riots following World War I. Japans economy was in a recession due to a reduction in trade and a rapid increase in food demand. The increased production of rice in Korea allowed the Japanese to solve two problems at once: the increased demand for food at home could be met and the effective securing of power in the Korean peninsula.
Japans policies allowed large land owners to easily establish themselves in Korea. Heavy taxes, coastal reclamation, expansion of emigration and possession of irrigation businesses effectively allowed for the easy exploitation of the Korean farmer. The net result was the establishment of a Japanese colony exclusively geared towards benefiting the Japanese homeland at the expense of the Korean farm population.
The new Japanese farm-owners and higher land taxes resulted in Korean farmers losing their land ownership and becoming simple tenant farmers. Many Koreans also had little choice but to leave their hometowns. The few remaining Korean farmers suffered a lowered social status and a loss of position in society. As a result, harsh criticism towards the Japanese farm-owners began to spread. This spreading criticism lead to tenancy disputes. These disputes were just a passive strike against the Japanese, but resulted in an enhanced national sentiment to campaign against class consciousness and imperialism.
A typical example of tenancy dispute can be found in the story of huntsman Lee, which occurred in 1920 in the Gunsan-Okgu area. Lee led the Korean tenant farmers to resist the higher rents being charged by the Japanese. Rather than attempt to settle the issue, the Japanese farm-owner pronounced Lee guilty out of fear that a the campaign being proposed by huntsman Lee could spread to the whole country and undermine the control of the colony economy. The tenant farmers campaign in the Gunsan-Okgu area in 1920 showed that resistance such as Lees would take place at the grass roots level and was closely connected with the night class (the night class was a movement aiming to enlighten the poor Koreans of this period). We could regard these farmers campaign not as a mere struggle, but as a systematic resistance to the Japanese from the grass roots level.
In conclusion, the policy of land research , which was actually a means of Japanese intelligence gathering, the takeover of irrigation businesses by the Japanese, and through ordinances which took the bulk of Koreas rice production to Japan, the South Korean farmers lost their land, their position and their way of life. Grass roots resistance followed. It is
ironic that in the end, the Gunsan-Okgu area played a role both as the initial outpost for the beginnings of Japanese land plunder as well as the area where the origins of full-scale resistance to the Japanese began and from where the campaign for Korea's independence has its roots.
