정책과정에서 나타나는 정책오차의 요인 분석 -사립학교정책의 개방형이사제를 중심으로- = An Analysis on Factors of Policy Error in the Policy Process: Focused on the Recommended Director System of Private School Policy

다국어 초록 (Multilingual Abstract)

The purpose of this study is to find factors of policy error in the private school policy surrounding the recommended director system. According to the analysis, the policy error of recommended director system appears with implementation error type of decision correspondence, implementation error, process interval error. And influence type of policy making process surrounding recommended director system appears with M-3 type, and policy implementation process appears with I-2 type. This types have an effect on the policy error of recommended director system. Analysis result, the M-3 type have an effect on decision correspondence, implementation error, and process interval error, and the I-2 type have an effect on implementation error, process interval error. Meanwhile, implications of this study are the inevitable policy error, high level influence of policy target organization in the pluralism, and relation change of stakeholder by the environmental change of interaction, etc.
