The first record of occurrence on the epidemic disease in Korea was find the period of King On-Jo(溫祚王) in Paek-Jea(百濟). Also, we can find over 20times records in Koryo(高麗). In particular, many records of occurrence on the epidemic disease were concentrated in 12·13centuries. Thus, it examined what the social circumstances and climatic factors that could possibly affected the epidemic disease and how the people or government coped with this situation from 12century to 13century.
Socially, many influential family seizured from the peasant's lands illegally or legally in this period. As a result, they moved from their own residential place and wandered. Especially, the people much suffered in the period of King Ko-Jong(高宗) faced with the invasion of Mongolia(蒙古) under the military governmnet.
Climatically, relatively mild climate abruptly turned to cold unstable climate in 12century. Moreover, drought, cold-weather damage in summer, mild winter and famine continued almost every year. These were acted to made people painful.
When the epidemic disease occurred, the people or government took some actions to eliminate it. It is distributed institutional operations, religious solutions and medical developments.
First, the government remit offenders and exempt taxes in the place which suffered from the epidemic disease. In the King Ye-Jong(睿宗), the government set free the criminals and established Ku-Jea-Do-Gam(救濟都監) for cure. Besides these, Hye-Min-Kuk(惠民局) also set up as a public drugstore.
Second, the government or people depended on temple of buddhism, shamanism and gave worship to shrine as the religious actions. In fact, the government ordered to establish the temple of buddhism and gave worship to shrine in the period of King Ye-Jong. On the other hand, only the people depended on the religious method to cure that by themselves in the period of King Ko-Jong.
Many medicines and doctors came from Soong(宋) in the period of King Ye-Jong. However, medical books of A-Eui-Chwal-Yo-Bang(御醫撮要方) and Hyang-Yak-Ku-Kuep-Bang(鄕藥救急方) published in the period of Ko-Jong. Actually Hyang-Yak-Ku-Kuep-Bang means increasing of interests about own medicine in Koryo.
There were some characters related in actions to cure the epidemic disease. The period of Ye-Jong was more stable society than that of Ko-Jong ; accordingly, the actions by the government were also more aggressive in the view of the institutional and religious methods. Relatively, there were medical development in the period of King Ko-Jong. It influenced on the medical development to Jo-Sun(朝鮮).
