The objective of this study is to investigate factors affecting the agreement rate of establishment association for the road side housing Redevelopment. The goal is to come up with plans to promote establishment association. This study derived factors influencing establishment association for the road side housing Redevelopment, investigated key factors influencing the the consent rate of establishment association for the road side housing Redevelopment projects based on the results of the analysis, and set the direction for planning of the road side housing Redevelopment. Literature review, expert interviews, and survey were conducted. Based on literature review, this study explored the concepts and characteristics of the road side housing Redevelopment as well as theories on the current state of such projects and determined the research trends of these projects with focus on existing data. For the empirical analysis, focus group interviews (FGI) were used to derive factors influencing establishment association for the road side housing Redevelopment, through which the direction and content of research were specified, and the research model was presented, accordingly. Next, a survey was conducted, and the research hypotheses were tested by using the statistical analysis methodology. The primary survey was conducted from November 20 to 30, 2019 on the the road side housing Redevelopment union president (or representative), chairman of the committee for establishment association for the road side housing Redevelopment, and redevelopment project experts to investigate factors influencing establishment association for the road side housing Redevelopment. The secondary survey was conducted from April 10 to 24, 2020 on members of the union for the the road side housing Redevelopment in Michuhol-gu of Incheon, residents in regions preparing to establish the union and those in areas where the project is feasible, and experts in the road side housing Redevelopment, asking about the planning direction for the road side housing Redevelopment and factors influencing the consent rate of establishment association. A total of 310 copies of the survey were retrieved, 254 of which were valid and thus analyzed for the research. SPSS (Window version 19.0) Program was used as the analytical tool for statistics.
The results and implications of this study are as follows. First, awareness of the road side housing Redevelopment was generally high, but the participants tended to be unaware of the details. It is necessary to regularly hold resident information sessions by visiting regions with high intention and positive response about the project to provide specialized education about the road side housing Redevelopment, while simultaneously increasing level-based education and public support depending on the progress of the project in each area. Second, it was found that the participants relatively preferred joint projects with LH rather than projects led by the private sector. This is due to their belief and trust in public enterprises. Therefore, there is a need for a public assurance system for private projects to promote the road side housing Redevelopment led by the private sector. Third, it is necessary to have resident leader to lead the project to increase the consent rate of establishment association. Therefore, it is necessary to operate public procedures as a complementary measure, such as committee establishment authorization run by the redevelopment project procedures before to promote establishment association for such projects, for which institutional measures must be established.
Fourth, it was found that out-of-pocket expense has a significant effect on the consent rate of establishment association for the road side housing Redevelopment. Therefore, it is necessary to increase financial support for out-of-pocket expense and develop various financial items to promote establishment association for the road side housing Redevelopment. Finally, it was found that the consent rate requirements had a significant effect on the consent rate of establishment association. Therefore, it is necessary to improve the system to ease off the resident consent rate to promote the project at an early stage with the legally required rate for establishment association (80% resident agreement). This study has its limitations in generalizing the results as the spatial scope is set in Michuhol-gu, Incheon, which has regional limitations compared with other studies statistically analyzing multiple sites. Further research may comparatively analyze various regional cases on establishment association for the road side housing Redevelopment and continuously study different examples.
