도시계획의 실행성 평가 : 주택사업을 대상으로 = Evaluating the practicability of the urban planning : the case of housing development

Many urban planning projects were operated through 1960 and 1970 but that time's facilities are worn-out and established urban districts need renewal urgently. Although a lot of urban planning projects are needed to restart, many of established urban planning projects require a long project time or have not operated for plenty of time.This paper can estimate the project's possibility and the period, project operators or residents' uncertainties for the future circumstance can be eliminated through evaluating the practicability of the urban planning. First of all, correlation Analysis is needed to check the correlation among variables and nested probit model is used as a suitable model. 6 variables are chosen to analysis and one of them, the project period is the dependent variable and others are independent variables. Some of them are handled as a dummy variables.This paper present if public project managers operate individual projects probability values of completing projects are highest. In case of building area, if building area is increased, probability values of completing projects are highest before 48 months. If the building-to-land ratio is increased, over all probability values of completing projects are decreased or in the same condition high the building-to-land ratio are needed longer project periods. If the floor space index is increased, if zoning is the general commercial area, the projects are completed in short term as highest probability values.This paper's significance is a first quantitative evaluating paper that are presented probability values of completing many projects of the urban planning.

국문 초록 (Abstract)

1960년대와 1970년대의 급속한 경제성장을 치면서 많은 도시계획사업이 시행되었으나 현 시점에서 이들 도시계획사업의 시설들은 노후화되었고 기존 도심 시가지의 정비가 절실히 요구되고 있다. 즉, 많은 도시계획사업이 또 다시 요구되고 있다. 그러나 기존의 도시계획사업 중에도 상당수는 사업기간이 길다거나 장기 미집행되고 있는 사업이 상당수 존재하고 있어 주변의 주거환경 악화와 사회범죄 및 안전사고 위험의 요인으로 존재하고 있는 상황에서 무작정 도시계획사업을 시행하는 것은 각종 도시 및 사회 문제의 누적만을 야기할 뿐이다.본 연구는 도시계획의 실행성을 평가함으로써 향후 도시계획사업의 시행여부 및 사업완료 가능기간을 예측하고 사업시행자나 지역 주민들의 미래에 대한 불확실성을 제거해 줄 수 있다. 도시계획사업의 종류는 많으나 이를 본 연구에서 모두 다루는 것은 현실적인 어려움이 있어 주택관련사업만을 대상으로 한다. 이들 사업과 관련된 변수들의 정보를 수집하고 상관관계를 분석한 다음 적정모형(본 연구에서는 nested probit model을 사용)에 적용해보는 과정을 거쳤다. 일반적으로 도시계획사업은 공가기간보다 인허가기간 및 이해관계의 비중이 더욱 크게 작용하나 자료수집의 한계로 본 연구에서는 제외 하였다. 1963년 이후 시행된 종로구 166개 개별사업을 대상으로 사업기간을 종속변수로 하고 사업시행자, 건축면적, 건폐율, 용적률, 용도지역을 설명변수로 하고 있다. 종속변수인 사업기간은 4경우로 구분하여 각 각의 경우에 해당하는 확률값을 구할 수 있도록 하였고, 사업시행자나 용도지역의 경우는 더미처리하였다.본 연구의 결과를 살펴보면 사업시행자의 경우 공공시행자의 경우가 가장 높은 사업완료 확률값을 보였고, 건축면적의 경우는 면적이 증가할수록 48개월 이전에 사업을 완료할 확률이 가장 높게 나타났다. 건폐율의 경우는 건폐율이 증가할수록 전반적인 사업완료확률은 낮아지나 동일한 조건하에서는 건폐율이 높아질수록 많은 사업기간이 필요로 하는 것으로 나타나고 있다. 용적률은 높아질수록, 용도지역의 경우는 일반상업지역일수록 짧은 사업기간 내에 완료될 확률이 가장 높게 나타났다. 이 밖에도 다양한 경우의 수와 확률값이 존재한다.본 연구의 모델의 구축함에 있어서 다양한 변수를 고려하지 못하였기 때문에 도시계획의 실행성을 평가하는데 많은 한계를 지니고 있으나 기존의 도심재개발사업과 정성적인 평가에 치중되어 있던 연구와 달리 도시계획사업 중 주택사업을 모두 다루었다는 측면과 도시계획의 실행성을 정량적으로 평가한 첫 연구라는 측면에서 큰 의의가 있다고 하겠다. 향후 연구에서는 더 많은 지역의 사업과 다양한 도시계획변수들을 고려하여 모델의 적합성을 높일 필요가 있겠다.
