시간연장형 보육시설의 운영체계 개선방안 연구

Due to industrialization and changes of family structure characterized modern nuclear family, needs for various types of child-care such as whole day care, timed child care, holiday child care, and time extended child care are increasing. Because of these social changes and various child care needs the numbers of time extended type child care facility have increased to 2,016 in year 2006. Compared to the increased number of child care facilifies there are problems of lack of proper programs, lack of professional teachers who can effectively operate the programs, it is in doubt that how much we are corresponding to child-care desires of various levels of parents or how much quality of care we are providing child welfare programs. Therefore the purpose of this study is to analyze to what extend operational structure of child care facility satisfies the desire of parents and search for improvements of operational structure of child care facility. For this purpose, operational status and night time child care programs of time extended child care facility and time extended child care teachers were researched. Also desires of child care facility operation and program for parents of time extended child care facility were researched and analyzed. The main objectives of this study are; first, how does time extended child care facility is operated, second, what are the roles of time extended child care teachers and what are appropriate roles as child welfare service provider?, third, what are the similarity and difference of recognition and prospective for parents, head of facility and child care teachers toward time extended child care facility operational structure?, fourth, what are the main programs and desires for usage of time extended child care facility and how can we establish desirable operational model? Focused on operational problems of time extended child care facility and desires of parents and employees of child care facility arose from research result, future improvements by facility, program, man power, and financial aspects are as follow. First, as a facility aspect, establishment of regular facility inspection and security are necessary more than anything for the safety of night time child care. In case of time extended child care, 1~2 teachers are caring more than 5~10 children and currently there are no safety measurement for out side intruders. Therefore under the condition children are exposed to risks, obligation of safety device on entrance doors, regular patrol from local police station and establishment of emergency contact lists are necessary. Second, as programs aspect, new and various programs especially for night time child care must be developed. For the development, integrated research and development of currently utilized child care program is necessary as well as actually utilizable detail programs. Separate night time educational programs, separate night time menu considering health and nutritions must be established as well as quality food and snacks. For parents education and participation, regular home correspondences must be sent for the working parents as well as parents educations through counseling. Also make alliances with local schools, public offices to establish safety systems and volunteer systems to support safety and man power problems. Third, as a man power aspect, roles of time extended child care teachers who spend long time with children are important. Above all, disposition of time extended teachers must be great and recognition improvements of time extended teachers must be performed in advance. Also regular training and workshops on children's development and teaching skill are necessary to secure quality and professional teaching. Fourth, as a financial aspect, currently Department of Women and Family is only supporting for salaries of time extended child care teachers and child care fees for low income family. As there are no financial supports for additional utility charges, heating and cooling charges etc., there are always financial difficulties on management. Also salary support for assistance teacher and night time cook must be reviewed in long term.
