정신건강관리가 필요한 보호관찰 대상자를 위한 서비스 모형 개발

국문 초록 (Abstract)

보호관찰 대상자의 알코올 및 약물 사용장애와 정신질환은 재범의 중요 요인으로 주목되고 있음에도 불구하고 보호관찰 대상자에 대한 정신의학적 평가, 상담, 치료적 개입, 서비스 연계가 제대로 이루어지지 않고 있는 실정이다. 이에 본 연구는 알코올 및 약물 사용장애와 정신 질환을 가진 보호관찰 대상자에게 전문적인 건강관리 모형을 제시하기 위해서 시행되었다. 관련 문헌 조사 연구와 보호관찰관 대상 설문지 조사를 통해 파악한 정신건강관리 서비스 요구도와 인식도를 기반으로 보호관찰 대상자 정신건강관리 모형을 개발하고 시범사업을 실시 후 정신건강관리서비스 만족도 조사를 실시하였다. 보호관찰관의 83.4%는 정신건강관리 서비스가 재범예방에 도움이 될 것으로 인식하고 있었다. 보호간찰관은 정신과적 평가와 선별, 정신과적 상담과 치료프로그램, 자살예방 등의 위기개입, 사례관리, 지역사회연계 순으로 정신건강관리 서비스에 대한 요구도가 높았다. 시범사업 기간 동안 28명을 대상으로 정신증상 및 알코올, 약물, 행위중독과 같은 다양한 정신건강 문제에 대해 정신과적 선별, 평가, 상담, 단기 개입이 이루어졌으며 필요한 경우 지역사회 연계를 통한 지속적인 치료와 상담이 이루어질 수 있도록 하였다. 시범사업을 통해 보호관찰소의 역할과 기능에서 대상자의 정신건강증진이라는 소정의 목적을 달성할 수 있음을 확인하였다. 향후 본 연구의 의의와 한계점 및 후속연구를 위한 제한점이 논의되었다.

다국어 초록 (Multilingual Abstract)

Even though mental illness and alcohol, substance use disorders of probationaer are being noted as a major factor of recidivism, psychiatric counseling, therapeutic interventions, service connection is not carried out properly. The purpose of this study was to develope the model for the management of mental health of probationer. Literature review and questionnaires for probation officer probation about mental health care needs and recognition level was done. 83.4% of the probation officer replied that the mental health care services that will help to prevent recidivism. and officer answered that psychiatric evaluation and screening, psychiatric counseling and treatment programs, crisis intervention, suicide prevention, case management service were needed for the mental health care of probationer. Based on the result of survey we developed management models and implemented a pilot project of metal health management for the probationer. During the pilot project period 28 probationer participated mental health care service in the probation office including psychiatric screening & assessment for a variety of mental health issues, counseling, brief intervention for the alcohol use problem. Through the pilot projects we identify that enhancement mental health of a given subject could be achieved by mental health care service in the probation office. The significance and limitations of this study and further research in the future were discussed.
