This research focuses on SEONGJU DOHUNG melon information-oriented village. Rapid modification of the industrial structure, external opening of agriculture, and the necessity of corresponding farming agriculture improvement strategy, present new standpoints of approach to Korean agriculture information-oriented farming and fishing villages. Especially, as WTO (World Trade Organization) structure appeared, the information-oriented agriculture would be one of the rationalized confronting strategies, as the government’s political counter plan and method about farming and fishery societies. However, it would be largely restricted and it had problems. Therefore, based on the recognition of these problems, the Ministry of Public Administration and Security is promoting a release of digital divide (The available information differences between urban and rural communities such as farms, mountains, and fishing villages), increasing resident's income, improving life quality through developing local competitive power.
However, there are many indications that information-oriented villages should be changed. Yet, the information contents of village are weak because they have been mainly based on quantitative swelling. There are only 114 out of 338 villages, which are in a revitalization stage of electronic commerce. There are few villages where their residents can make use of computers freely. The reports said that they made substantial results from the release of digital divide between city and rural community, the increase of villager’s income and the revitalization of local communities. But there still exists a lot of insufficiency regardless of huge financial investment.
This research closely examines the status of current agriculture information-oriented village. The research focuses on the effective information-oriented education. It is different from the previous researches which have only focused on the purpose of releasing the digital divide.
SEONGJU DOHUNG melon agriculture information-oriented village had substantial investment in information-oriented facilities. There has been an excellent result concerning villager’s information-oriented education. Also, the electronic commerce internet homepage (www.invil.org) operated by some villagers, has increased the income of the villagers.
But, there are a few problems about information-oriented education. In order to solve these problems and for better effective education. This research suggests six solutions for effective information-oriented education offered in the following statements.
First, posting periodic announcement of income results by the electronic commerce internet homepage. Therefore, all the villagers who could not use computers, could be informed.
Second, developing a curriculum about effective information-oriented education for children.
Third, rescheduling of education time during agricultural off season.
Fourth, building up educational mentoring systems between the group I people and the group II
Fifth, nurturing information-oriented leaders.
Lastly, keeping continuous support from administrative agencies.
Using the solutions in the above six statements, we can achieve the improvements of information-oriented education. The effective information-oriented education according to villager’s capacity practically helps reduce the digital divide between city and rural community. It is one of essential elements to run an electronic commerce site which has much importance for information-oriented village business. It also plays a significant role in villager’s income. The most important thing is to lead a self-governing body’s active participation in the program. This helps the local community directly, not just ending up with a constructed education curriculum.
Furthermore, not just finishing simple curriculum construction, it is important to lead community's active participation that will offer direct helps to the villages. And income-increase effect will be crucial to information communities in order to achieve strong support from residents. Therefore, the research about income aspect through electron transaction on not just Korean market but international market, will be needed. The research about international interchange will be also expected to be crucial.
