Despite South Korea’s cultural policy formally adhering to the arm’s-length principle of “support without interference,” artists in the field report escalating administrative burdens and tightening performance pressures. This study addresses this structural contradiction by proposing the “Administrative Bullwhip Effect,” a framework that adapts the Bullwhip Effect from supply chain management to public administration and arts funding. It examines how macro-level control signals—policy directives, quantitative indicators, and audit demands—are amplified as they pass through a multi-level delivery system, ultimately constraining artists’ creative autonomy and precipitating psychological burnout.
Theoretically, the study links the Bullwhip Effect to Coleman’s macro–micro–macro framework and to the Job Demands–Resources and Conservation of Resources models, thereby connecting institutional design with individual-level strain. Central government and upper-level agencies generate “demand signals” that are interpreted and translated by intermediary organizations—local governments and cultural foundations—before reaching artists. Methodologically, a sequential explanatory mixed-methods design is employed. In the first phase, structural equation modeling (SEM) based on survey data from 299 artists with recent public funding experience, sampled through regional cultural foundations, tests the proposed causal pathways. In the second phase, mechanism-focused analysis of in-depth interviews with eight cultural foundation practitioners uncovers the concrete operating logic of pressure amplification.
Quantitative results show that both the complexity of the multi-level delivery system and quantitative performance pressure are critical antecedents that jointly account for 91.6 percent of variance in administrative burden, with dominance analysis indicating that structural layering and metric rigidity contribute almost equally. This amplified burden, in turn, triggers two distinct burnout pathways—emotional exhaustion and reduced professional efficacy—which lead respectively to dissatisfaction with support procedures and infringement of creative autonomy. The pathway from administrative burden to autonomy infringement is particularly robust, highlighting bureaucratic control as a primary structural threat to the core of artistic practice.
Qualitative findings identify a pattern of “preemptive over-response” and the creation of safety margins within intermediary organizations as the key mechanism of the Administrative Bullwhip Effect. Facing vague central guidelines and intense audit pressures, street-level bureaucrats defensively multiply forms, documentation, and procedural requirements to protect themselves from blame. These locally rational “Administrative Margins” accumulate across layers and are ultimately offloaded onto artists in the form of excessive administrative work. While fairness of the public arts support system (procedural and interactional fairness) and relational coordination (collaborative communication and shared goals) significantly buffer the impact of burden on psychological burnout, these protective factors cannot fully neutralize the underlying structural pressure embedded in the multi-level system.
In conclusion, the study demonstrates that artists’ administrative burden and burnout are not individual or incidental problems but systemic outcomes of the interaction between multi-level governance and performance-based management. Academically, it formulates and empirically validates the Administrative Bullwhip Effect model, offering a powerful vocabulary and mechanism-based explanation for the inefficiencies of contemporary arts funding regimes. Policy-wise, the findings suggest that mere procedural simplification is insufficient; sustainable reform requires reducing unnecessary “Administrative Margins,” curbing excessive quantitative metrics, and redesigning intermediary organizations to function as buffers absorbing policy shocks rather than amplifiers transmitting them to artists.
