地方時代의 地域發展戰略

다국어 초록 (Multilingual Abstract)

This study is designed to find out regional development policy that caused ill-balanced development among regions and to suggest some policy devices which enhance a balanced development under the local autonomy system.
The result of this study shows that
1) high levels of ill-balanced development among regions and between rural and urban areas, of population growth rate, and of industrialization inmetropolitan areas were caused by unbalanced developmental policies of central government
2) because of ill-balanced development, there have been high levels of emotional conflicts among regions and between urban and rural areas.
3) there has been a strong distrust feeling toward central government among residents in underdeveloped regions and rural areas.
In order to solue problems as mentioned above three suggestions are made as follows:
1)A new developmental. policy that integrate broad local autonomy systems should be developed
2)The new policy should be based on needs and wants of residents in broadly planned regions including urban and rural areas and on enabling residents to participate in decision-making process
3)The new policy should be developed on the basis of maximum utilization and development of various resources in the region instead of importing from other regions.
