수도권 2기 신도시 토지이용과 교통계획 평가에 관한 연구 = A study on the Assessment of Second Phase New Town Land Use and Traffic Plan in the Seoul metropolitan area

The current research analyzes the land usage plan and traffic plan's characteristic subject to new cities metropolitan area 2nd stage new city such as Pangyo, Dongran, Paju Unjeong and Kimpo Hangang advanced after the 2000s and evaluate the general difference with the 1st stage new city, and through the specific analysis about the self-sufficiency and traffic plan proposed as the biggest problem in the 1st stage new city, will evaluate the 2nd new city and propose the problems and implications of the new city development.
In the first chapter we examine the research's background and purpose, in the second chapter we studied the introduction of our country's new city history, stage classification and 1st stage of new city and also studied the theory of a new city development. In chapter 3 we selected the case subject location for the 2nd stage new city and evaluated the case about the differentiation measure by zone and development plan by part such as environmental friendly factor, self-sufficiency, population and housing, public traffic plan about each new city. In chapter 4 we deducted the analysis factors in order to analyze the 2nd stage new city and evaluated the plan and development summary, and enforced a specific analysis about self-sufficiency and traffic plan and proposed the problems and improvement measures for the new city development. In chapter 5, we depicted the measures that must be pushed in the future in order to improve in the future new city development and city reproduction project that wasn't handled in the main text and also the conclusion.
As a research result, the implications shown can be summarized as securement of actual usage possible life green zone, self-sufficiency evaluation standard preparation and new city surrounding self-sufficiency facility usage measure search, infrastructure cost's residents burden alleviation, establishment of housing plan for graying era, performance analysis by unit for developed new cities and establishment of basic data for reference when developing a city.

국문 초록 (Abstract)

본 연구는 2000년대 이후 추진된 수도권 2기 신도시 중 판교, 동탄, 파주운정, 김포한강 신도시를 대상으로 토지이용계획과 교통계획의 특성을 분석하여 1기 신도시와의 일반적인 차별성을 평가하고, 1기 신도시의 가장 큰 문제점으로 제기된 자족성 및 교통계획에 대한 구체적인 분석을 통해 2기 신도시를 평가하여 신도시 개발의 문제점 및 시사점을 제시하고자 하였다.
본 연구의 구성은 다음과 같다.
1장에서는 연구의 배경 및 목적 등을 알아보고, 2장에서는 신도시의 개념과 우리나라 신도시의 역사, 기수구분, 수도권 1기 신도시의 개요 및 새로운 도시개발이론 등 이론적 고찰을 하였다. 3장에서는 2기 신도시의 사례대상지를 선정하고 각각의 신도시에 대한 친환경요소, 자족성, 인구 및 주택, 대중교통 계획 등의 부문별 개발계획과 지구별 차별화방안에 대한 사례를 검토하였다. 4장에서는 2기 신도시를 분석하기 위한 분석항목을 도출하여 계획 및 개발개요를 평가하고, 자족성 및 교통계획에 대한 구체적인 분석을 실시하여 신도시개발 문제점 및 개선방안을 제시하였다. 5장에서는 본 논문의 결론과 본문에서 다루어지지 않았지만 향후 신도시개발 및 도시재생 사업에서 발전시켜 나가야할 향후 방안에 대해 서술하였다.
연구결과 나타난 시사점은 실질적 이용 가능한 생활녹지 확보, 자족성 평가기준 마련 및 신도시 주변 자족시설 활용방안 모색, 기반시설 비용의 입주민 부담완화, 고령화 시대에 부합하는 주택계획 수립, 개발된 신도시 단위별 성과분석과 도시개발 시 참고를 위한 기초데이터 구축 등으로 요약된다.
