This study is about the standard land price level for land use planning utilization. Land use planning refers to a plan in which the use and scale of national land are determined in accordance with the National Territory Planning and Management Act. Current land use planning has problems with frequent policy changes according to real estate policies, designation of Zoning that do not consider regional economy or characteristics, and rigidity of plans that do not reflect the continuously changing local environment. In addition, land is one of the people's important property rights and is the basis of the tax burden, but there are cases in which tax equity is violated due to the imbalance between the current situation and the price level. Although the distribution of land prices in the former central area is changing due to urban movement and hollowing out, there is no realistic method to reflect such phenomena in land use planning. The Zoning determined according to the land use plan is an important price-forming factor that fundamentally determines the level of land price, and the price of individual land is formed through the complex action of social, economic, and administrative factors surrounding it. In Korea, a public notification system for standard lot land is operated, and the representative lot of the standard lot is guaranteed on a theoretical and legal basis. Announced prices for standard lots are determined by comprehensively analyzing transaction cases, etc., which appear as a result of the complex action of general regional and individual price forming factors. As the main price formation factors such as the Zoning are determined by the action, it was judged that the relative gap in the major price formation factors surrounding the land concerned could be identified simply by comparing and reviewing the price levels. It was judged that cities that had served as the central city of each region for a long time would have experienced changes in intensive use of each city, movement in the city center, and hollowing out of the city center. Therefore, it was judged that the official standard land price of a given area at a certain point in time represents the result of the complex action of the change in price formation factors in the time series and the price formation factors centered on the reference date of public announcement. The commercial area in the city center forms a high price level in the region and bears a high tax burden accordingly. However, as the city center changed, the form and scale of intensive use changed, resulting in a place where an imbalance between actual use and price level occurred. In order to compare and confirm this, it was compared with the official land price level of the residential area adjacent to the commercial area and analyzed whether there was a reversal of the land price level between the two areas. As a result of the analysis, it was possible to confirm the area where the land price reversal phenomenon between residential and commercial areas occurred. The area concerned was confirmed through the reversal of the price level by Zoning of representative land called standard land, and considering the representativeness of each standard land, this reversal phenomenon is a phenomenon that occurs when it is not used for the most effective use in accordance with the designation purpose of the applicable use area. judged. When used for the theoretical and legal most effective use, the representative land price must show the difference in land price depending on the Zoning. In the case of land use planning in a place with such a phenomenon, it was judged that it would be necessary to establish a land use plan change in accordance with the current use based on this. However, it is judged that a complex comparative review of factors that can cause the gap is additionally necessary.
