This paper aims at examining the possibility of emerging cyber social movements as a powerful catalyst of electronic democracy. By focusing on varied emerging cyber social movements as a new form of civil participation, I will explore how cyber social movements can resolve a long-standing problem within Korean civil movements, the low level of participation from below, which also used to be represented as civil movements without citizens. To do this, I first classify diverse types of social movements. Furthermore, I also analyze how those social movements use the internet in different ways and how this different use make a difference in terms of the effects of internet on social movements in question.
This is neither to focus on the efficiency of the internet use in existing social movements nor to merely decide whether it will work for or against the development of social movements, as many existing researches in this field has done. Instead, this paper pays a careful attention to how varied social movements interact with newly emerging subjects in cyberspace and intertwine with new phenomena of cyberculture in South Korean society.
In this paper, I classify cyber social movements into two types. One is 'online activity of civil movement'. The other is 'NetActivism'.
Online activity of civil movements is a type of cyber social movement in which existing civil movement associations in South Korea show, while utilizing the internet as significant resources and means of their activity. Here, those civil movement associations build up a professional online department in the organization, and seek direct, interactive communications with and mobilizations of citizens, who are supposed to be subjects of civil movements. However, the investigation of this 'online acts of civil movement' shows that this type of cyber social movement is not so successful in drawing more active and substantial participation from so-called netizens, although it might cover the wide range of social movement issues. What is happening in this type of cyber social movement is that the civil movement associations merely copy existing social, political issues in offline and paste them in online without any reform of non-democratic natures of the organization such as a elite-, and expert-centered decision-making processes. This makes it necessary for this type of cyber social movement to seek more horizontal network model of organization.
For 'NetActivism', there are two forms of 'NetActivism'. One is 'single-issue movement,' which tends to be relatively quick and temporary. The other is what can be called 'alternative cultural community,' in which individuals or groups alienated from mainstream culture not only make their voice about varied social matters, but also build their solidarity by active and voluntary interactions among them. Individuals or groups, so-called netizens in this type of movement seem to be very active and successful in representing their voices and organizing themselves as a social movement unit. As a result, they could create alternative culture as a new agenda of social civic movements. It includes various kinds of 'anti-' movements in such areas as consumption, youth culture, gender, and journalism as well as minority right movements. However, this 'NetActivism' also has some limits in terms of persistency because of weak ties among participants. Moreover, it tends to confine their fields of movements to only online space.
Viewed from this perspective, two types of cyber social movements need to be more interconnected in many ways. Put differently, 'NetActivism' needs to seek more common activities along with 'online activity of civil movements'. unless it wants to end up with a temporary episode only scratching the surface of socio-political matters deeply embedded in South Korean society and history. By contrast, 'Online activity of civil movements' needs to learn new forms of mobilization and organization from what can be observed in 'NetActivism.'
In conclusion, the main concern in electronic democracy project today seems to be changed from institutional reform from above to emphasizing upon voluntary participation from below in cyber social movements. In this juncture, I argue, cyber social movements play a important role in establishing an alternative model of citizen participation in a way that they make existing social movements deal with new challenges such as mobilization, organization, and formation of solidarity and subjects in social movements in general.
