지방정부의 정책변동 분석 - 원주시청사 이전사업의 사례 - = Analysis of Policy Change in Local Government: The Case of City Hall Remove Program in Wonju

다국어 초록 (Multilingual Abstract)

This article has applied policy streams framework(PSF) to the analysis of the process of policy change on the Wonju City Hall remove program, which have lasted since the 1990s. The paper finds that the PSF provides a very useful analytical framework for the above program and can be extended to the policy change process at the local level. The change of planned location was triggered by the financial crisis and the mayoral change, and the mayor as policy entrepreneur has led to the whole process. When the window of policy change was opened, the mayor quickly put the policy alternatives offered by the hidden participants to the window. So the planned location of City Hall was changed irrationally according to the mayor's persistence. Therefore, in order to improve the quality of policy change, the local political society should be more differentiated and more people should be allowed to participate in policy systems. Room exists for further empirical testing concerning policy change.
