This research attempted to examine scenic characteristics by focusing on the pattern of changes in the scenic beauty of the central streets of rapidly changing historic and cultural districts owing to the recent commerce- oriented land utilization and by checking the urban space structure, characteristics of morphological changes, and scenic resources and elements of historic and cultural districts. Therefore, an analysis of the systematic characteristics in the aspect of correlations between the streets and buildings lining them was attempted to seek more specific and realistic landscaping directions.
The results of the research are summarized below.
First, the streets considered in this research can be developed as part of amenities boasting of historic and cultural beauty; elements of historic views everywhere near the streets. Still, the analysis reveals that most of these elements are neglected. Moreover, the meaning and connectivity of historic streets were found to be deteriorating due to the construction or expansion of buildings focusing on commercial land utilization. Therefore, there is a need to enhance the identity of regional scenic beauty by stressing the value of scenic elements with potential as special historic and traditional elements of streets that can be preserved.
Second, the old trees and traditional Korean houses lining the road leading to Tongdo Temple and the plaza in front of Yeongchwi Gate are elements of a historic scene that can be realistically traced to the streets. Therefore, promoting cultural value and utility requires designating a cultural heritage area, e.g., a traditional small plaza for old streets that are being maintained regularly. Special guidelines should also be established for a cultural heritage area that can display an image of the historic streets lined with traditional Korean houses. In addition, street revitalization developing from dots to lines should clearly result in space configuration covering the starting point (Sinpyong intersection) and the terminal (plaza in front of Yeongchwi Gate).
Third, the area near the road leading to Tongdo Temple is currently clogged with high-rise apartments and lodging facilities following the designation of the adjacent areas as commercial zones. As a result, the panoramic views of the roadside have been obscured due to the disorganized developments. Hence, for the buildings leading to Yeongchwi Gate of Tongdo Temple, the height of the buildings should be restricted to about 3 stories in front and 5 stories at the rear to create harmony with the surrounding views and the landscape of the area surrounding the temple. Otherwise, a regulation for the soft roof form is required. The exterior color should enable continuity in terms of the elevation of the historic streets by using dark brown as the traditional color of this area on the roof or door of existing buildings.
Fourth, striking areas such as the entry to Garak Road or the Bunsung intersection should instill a sense of regionalism and create a historic image by adding symbolic sculptures or planting trees. Furthermore, rendering a dynamic sense to the uniform street scenes and avoiding monotony require instilling a sense of change by partially utilizing the scenic elements of different images. Accordingly, the open area near the neglected milestones or major intersection areas housing public facilities should be linked with the sidewalks for use as small parks and theme plaza in the intersection area; thus promoting a sense of location and region by providing monumental building views.
Fifth, maintaining continuity considering the correlation between the surrounding environment and adjacent buildings on both sides or frontal architectural lines necessitates the arrangement of the wall lines or skylines of the buildings lining the streets in a similar pattern. If the nature of the materials or colors is totally different from that of the surrounding buildings, however, changes should be introduced by highlighting the differences. In addition, appropriate measures should be taken to ensure that the walls finished in directly high and solid images do not face the entrance to buildings or area surrounding the site as well as to make walking more pleasurable by softening the image though appropriate forestation.
Sixth, based on the land utilization plan covering the streets considered in this research, the areas should be operated as use zoning. Likewise, aesthetic areas should be designated pursuant to the Building Law. Unfortunately, there are no institutional systems that can render regional value to the central streets in the historic and cultural districts. Accordingly, historically and culturally valuable elements that can preferentially be utilized should be protected by the legal systems. In particular, since the historic and cultural values of the abovementioned elements are gradually fading and deteriorating easily with time owing to the rapid commerciality, the establishment of long-term guidelines including those related to the street scene or zoning programs is essential.
Based on the results of this research, a more specific and realistic introduction process for the component elements required for landscaping on the central streets of historic and cultural districts and the approach to landscaping design were proposed. The component elements of street views at the urban, street, and building scales suggested herein attempted to render appropriateness by reflecting the change on the perspective, medium, or close-up view at the users' visual and intellectual levels through a positive approach instead of considering the human experimental eye. Likewise, the proposed component elements of landscaping from the urban architectural viewpoint and considering the streets and environment can be used as direct landscaping planning elements in designing the streets.
