재난사건 이후의 정책변동 모형의 시론적 연구 : 정책변동 모형의 재설계를 중심으로 = Reframing Policy Process Approach of Focusing Events to Analyze the Effects of Catastrophes

다국어 초록 (Multilingual Abstract)

The effects of great disasters or catastrophes on policies have not been satisfactorily explained by the previous theories of policy processes, as they mainly assume that policy changes occur on a relatively stable situation. Casting doubts on the applicability of the policy theories with regard to policy changes after catastrophes, we take heed of the wicked problems such as: “What differences have been made on policy decisions after the focusing events?”; ”How these events affect public agendas and policy alternatives?”; “How do these events influence and motivate policy communities into actions and strategies that can be utilized?”; and subsequently, “In what ways do these focusing events bring about policy changes as a whole?” Bearing in mind these questions, this paper attempts to present a framework of policy process, which is more fitted to analyze the effects of catastrophes, especially by combining Kingdon(1984)'s approach with the concept of ‘policy window’ and Sabatier(1988)'s Advocacy Coalition Framework (ACF). The framework has a dynamic feedback structure, composed of five different attributes; focusing events, public agendas, policy alternatives, agenda setting, and policy change. Specifically, the framework considered ① a focusing event case, ② an issue leader case as major attributes of ‘focusing events’; ① triggering mechanism (political environment), ② the issue and the diffusion form of policy failure (types of sources, policy failure, agenda approach, mutual influence among the elite media) as those of ‘public agendas’; ① types of agenda by its level, ② types of agenda approach, ③ policy entrepreneur stimulus as those of ‘policy alternatives’; ① group mobilization, ② discussion with ideas as those of ‘agenda setting’; and finally, ① policy change, ② policy learning as those of ‘policy change’.

국문 초록 (Abstract)

본 연구에서의 재난관련 정책변동은 기존의 안정적인 상황에서 발생하는 다양한 정책변동 이론들로서는 설명하지 못하는 경향이 있다. 따라서, 정책학적 관점에서 재난개념을 포함하고 있는 초점사건의 개념을 정리하고, 초점사건 이후 정책변동에 대한 적실성있는 이론과 모형을 제시하고자 한다. 초점사건 이후 초점사건은 정책결정에 어떻게 영향을 미치는지, 초점사건이 공중의제에 미치는 영향은 어떠한지, 초점사건이 정책대안 결정의제에 어떻게 영향을 미치는지, 초점사건으로 인하여 정책공동체들은 어떻게 동원되고 어떤 전략을 사용하는지, 그리고 초점사건이 사건 관련 정책변동을 어떻게 초래하는지의 연구 질문에 대한 연구모형을 구성하기 위한 각 단계들을 이론적 논의를 통하여 확인하고 모형을 재설계하였다. 초점사건 이후 정책변동에서의 현실을 정리하고 단순화하며, 어떤 체제에 대해 중요한 것을 규명하고, 그러한 체제가 가능한 범위까지 현실과 일치시키려고 노력하고자 한다. 다만 정책은 현실적합성을 유지하기 위해 정책 환경의 변화와 함께 지속적인 변화가 요구되고 있고 환경의 변화에 따라 정책을 변동시키는 것은 정부의 정책결정에 따른다고 이해하고자 한다. 이러한 개념을 바탕으로 이러한 정책변동의 결정에 대한 대표적인 이론으로는 Kingdon(1984)의 정책의 창 이론과 Sabatier(1988)의 옹호연합이론으로 한다. 그리고 Birkland의 초점사건을 개념을 접근하여 초점사건 이후 정책변동 모형에 대한 재설계를 시도하고 한다. 즉, 본 연구에서는 초점사건 이후의 정책변동을 설명할 수 있는 유용한 모형을 제시하고자 한다. Dye(1992, 44-45)가 주장한 것처럼 좋은 모형(good models), 즉, 초점사건 이후 정책변동에서의 현실을 정리하고 단순화하기 위한 접근을 하고자 한다.
