초점사건 이후 이슈주도자에 의한 정책과정 연구 -Cobb과 Elder, 그리고 Birkland의 이론과 모형의 결합 가능성을 중심으로- = After Focusing Event Policy Process by Issue Initiator: Focusing On Theory and Model of 'Cobb & Elder', and 'Birkland'

다국어 초록 (Multilingual Abstract)

Recently, Citizens using the electronic devices participate in policy making process and propose political agendas. Especially, there is a chance of appearing various types of issue initiators after focusing events. To explain policy fluctuation after focusing events, this paper develops Cobb & Elder(1995)'s issue-initiator type theory and Birkland(2006)'s Event-Related Policy Change Model. This paper also aims to confirm whether the two different theoretical models could be combined in order to explain the role of issue initiators and policy process after focusing events. In this study, we applied Cobb & Elder's 'issue-initiator type theory' and Birkland's 'event related policy change model' to four cases; 1) Terretrial retransmission suspension case(2010), 2) Minister Yu Myung-hwan's employment favor scandal case(2010), 3) Jisoo Han's case(2009), 4) Noryangjin-girl's case(2010). Moreover, it analyzes the implications of these civil participations in policy process.
