Due to the development of digital technology and the 4th Industrial Revolution, various attempts are being made to utilize records in archives. The 'use' of these records is recognized as an important task to serve as various contents shown to users. In order to utilize records, it is necessary to know the contents of the records that were produced for what purpose and what records are preserved and managed. This process of understanding can be called the process of knowing the 'context' of the record. Depending on the nature of the record, the way the records are organized and used must be different, and understanding the context of the record can be the beginning of using the record.
In this research, tthe context of these records was viewed through the presidential records. Among the presidential records, the records of presidential directives were analyzed by focusing on the 'Directive' acts performed on the administration with the status and authority of the president among the president's business activities. The 'Presidential Directives Archives' defined in the paper refers to a record that summarizes the work ordered by the president in the presidential secretariat in meetings, reports, and demonstrations in which the president participates and resides, and shows the policy execution process suffered by each administrative department.
By confirming the characteristics and value of these records of presidential directives, the necessity of managing the records of presidential directives was proposed by designing a management system. Among them, the records of presidential directives of the participatory government, which regarded the presidential directives as important and tried to leave the process of implementing the directives through the 'directive management card', were analyzed.
As for the research method conducted first, it confirmed hothe records of presidential directives are produced. The system and institutional aspects of the management of presidential directive records were divided by referring to the participatory government policy report and the actual records related to the directives produced at the time of the participatory government. Second, the current status of how the records of presidential directives are managed and used was examined. It can be seen that the records of presidential directives are being serviced in the ‘record collection’ on the website of the Presidential Archives. Therefore, the service status of the Presidential Archives was analyzed, and the total list of records on the records of presidential directives was requested to be disclosed, and the number of records was classified by type to examine the quantity of records. In addition, content analysis was conducted by checking the records of the directive management card produced with the e-지원 directive card. Third, the classification system and technology writing of the presidential directive record were designed and mapped to the actual record through four steps, taking advantage of the characteristics that the record of presidential directives is linked to the national task. The presidential directive description was written according to the classification system's previously designed classification system, and the record construction description was also written according to the characteristics of the directive record that needed to understand the context of the situation before and after the directive was given.
This study is significant in that it talks about the need for research on the record of presidential directives and at the same time presents a management system that can efficiently provide presidential record researchers and users.
