이 연구는 초⋅중등예비교원이 인식하는 디지털 시민성의 중요 수준과 현재 수준을 알고, 교육요구도와 하위영역별 우선 교육요구도를 살펴보는 데 그 목적 이 있다. 먼저, 광주·전남지역의 예비중등교원과 중등현장교원, 교육학전공 대학원생을 대상으로 포커스그룹 인터뷰를 실시하여 디지털 시민성에 대한 인식을 조사하였다.
광주·전남지역의 초⋅중등예비교원 157명을 대상으로 디지털 시민성에 대한 교육내용, 교육방법, 태도 및 가치관, 디지털 활용능력의 4개 하위 영역에 대한 중요 수준과 현재 수준을 측정한 자료를 기술통계분석, t-검증, Borich 요구도 분석과 The Locus for Focus 모델에 의한 우선순위 도출방법을 적용하여 교육요구도를 분석하였다.
포커스그룹 인터뷰 결과 디지털 시민성이 단순히 기술적 숙련도를 넘어 윤리적·사회적 책임과 긴밀히 연결된 개념으로 인식하고 있었다.
t-검증, Borich 요구도 분석과 The Locus for Focus 모델에 의한 우선순위를 분석한 결과 초등예비교원과 중등예비교원 간 디지털 시민성의 4개 하위 영역(교육 내용, 교육 방법, 태도 및 가치관, 디지털 활용능력) 대한 인식 차이는 통계적으로 유의미하지 않았다. 초등·중등 예비교원은 디지털 시민성에 대한 중요 수준과 현재 수준을 높은 수준으로 인식하고 있었고, 중요 수준에 비해 현재 수준이 낮은 것으로 나타났다. 디지털 시민성 4개의 하위 영역의 교육요구도 분석 결과, 디지털 활용능력과 교육방법의 순서로 교육요구도 우선순위가 높게 나타났다. 교육내용의 영역에서는 “디지털 의존도가 높은 학생을 교육하는 것”, “디지털 범죄를 인지하고 이를 대처하는 방법”, “사이버폭력의 유형과 예방 방법”, “인공지능을 올바르게 사용하는 방법”, “디지털 범죄의 유형과 예방 방법”, “나의 개인정보보호 및 보완”이 최우선 순위 문항으로 나타났다. 교육방법의 영역에서는 “시뮬레이션 교육 방법”, “현장 및 체험 중심 교육 방법”, “탐구학습 교육방법”, “사례 기반 학습 교육방법”, “온라인 교육 방법”이 최우선 순위 문항으로 나타났다. 태도 및 가치관 영역에서는 “내가 접한 정보의 출처가 믿을만한지 판단하는 태도”, “새로운 지식과 정보를 탐구하기 위해 주기적으로 인터넷을 검색하며, 배우려고 하는 태도”가 최우선 순위 문항으로 나타났다. 디지털 활용능력 영역에서는 “인터넷에 있는 주장이나 진술에 숨겨진 편견이나 오류를 찾아낼 수 있는 능력”이 최우선 순위 문항으로 나타났다. 이상의 결과
는 예비교사 양성과정과 교육과정의 개선을 위한 정보를 제공했다는데 이 연구의 의의를 가진다.

This study aims to examine the perceived importance and current levels of digital citizenship among prospective elementary and secondary school teachers, as well as to analyze educational needs and prioritize educational requirements across subdomains. First, focus group interviews were conducted with prospective secondary school teachers, in-service secondary school teachers, and graduate students majoring in education in the Gwangju and Jeonnam regions to investigate their perceptions of digital citizenship.
A survey was conducted with 157 prospective elementary and secondary school teachers in the Gwangju and Jeonnam regions, categorizing digital citizenship into four subdomains: educational content, teaching methods, attitudes and values, and digital literacy. Data on the perceived importance and current levels of these subdomains were analyzed using descriptive statistics, t-tests, Borich’s needs assessment model, and the Locus for Focus model to determine priorities for educational needs.
The focus group interview results revealed that digital citizenship is perceived as a concept closely tied to ethical and social responsibilities, extending beyond mere technical proficiency. The analysis using t-tests, Borich’s needs assessment model, and the Locus for Focus model showed no statistically significant differences in the perceptions of the four subdomains of digital citizenship (educational content, teaching methods, attitudes and values, digital literacy) between prospective elementary and secondary school teachers. Both groups recognized digital citizenship as highly important but reported lower current levels compared to its importance.
The analysis of educational needs across the four subdomains of digital citizenship indicated that digital literacy and teaching methods ranked highest in priority. In the domain of educational content, top-priority items included "educating students with high digital dependency," "recognizing and addressing digital crimes," "understanding types of cyberbullying and prevention methods," "proper use of artificial intelligence," "understanding types of digital crimes and prevention methods," and "protecting and securing personal information."
In the domain of teaching methods, top-priority items included "simulation-based teaching methods," "field- and experience-based teaching methods," "inquiry-based learning methods," "case-based learning methods," and "online teaching methods."
In the domain of attitudes and values, priority items included "the ability to judge whether the sources of information encountered are credible" and "the attitude of regularly searching the internet to explore new knowledge and information with a willingness to learn."
In the domain of digital literacy, the highest-priority item was "the ability to identify hidden biases or errors in claims or statements found online."
These findings provide valuable insights for improving teacher preparation programs and curricula, highlighting the significance of this study.
