대학 실험실 안전관리 향상방안에 관한 연구 = A study on Improvement of Laboratory Safety in Universities

국문 초록 (Abstract)

대학실험실 안전관리 향상방안을 마련하기 위하여 국내외 대학 실험실에 대한 안전관리 제도 현황, 대학 실험실의 운용 및 안전관리 현황을 살펴보았는바 대학실험실의 안전관리가 향상되기 위해서는 연구실 안전환경조성에 관한 법률의 보완, 대학 연구실 안전관리 조직체계 구축, 실험실 시설기준 제정, 법을 운영하는 부처의 강력한 법 집행의지 및 법 준수지도 감독, 연구주체의 장의 안전의식 고취 등이 이루어져야 하는 것으로 나타났다.
연구실안전법의 보완사항으로는 ① 연구주체장의 책무의 명확화 ② 연구실 안전환경관리자의 지정 및 안전관리 조직 의무화 ③ 법률 적용범위의 명확화 ④ 연구활동종사자의 범위 명확화 ⑤ 연구/실험실 시설 및 안전기준 제시 등을 들 수 있다.
대학 실험실조직 체제가 정착되기 위해서는 안전관리전담자를 지정하여 이를 중심으로 안전관리 조직을 구성하고 이들 조직을 지원해야 하고, 각 실험실별, 실험 종사자별 적절한 안전교육/훈련 프로그램을 개발 보급 및 활용하는 방안이 강구되어야 한다. 또한 실험실 안전시설 기준에 대한 기술적, 과학적 연구가 진행되어 합리적인 시설기준이 제시되어야 한다. 시설기준은 호주의 사례에서와 같이 배관시설, 전기시설, 환기시설, 화학물질의 취급 및 저장시설 등 분야별로 분류하여 작성하는 것이 바람직하다. 그리고 실험실의 유형에 따라 실험실 일반 시설기준을 모두 만족하는 시범실험실을 운영하고 각 유형별 안전모델을 제시하여 적극적으로 활용하도록 하여야 한다.
이러한 사항이 원활하게 이루어지게 하기 위해서는 실험실 일반 시설기준, 실험실별 설비와 그에 관한 구체적 가이드 및 운영기준이 더욱 심도 있게 연구되어야 한다. 또한 교육인적자원부의 안전실험실 운영의지 및 안전실험실(연구실)의 주체장(총장 또는 재단 이사장)의 의지와 재정지원이 있어야 하겠다.

다국어 초록 (Multilingual Abstract)

In order to prepare improvement of safety management system for the university laboratory, I research safety management system, operation, and present status for the domestic and foreign university laboratory. It is required to modify the Act and prepare safety management organization system and facility safety standards for the laboratory and also to equip strong will , direct law observance, and inspire safety mind of laboratory manager.
For the modification of the Act, as follows ① specification for responsibility of the laboratory manager ② nominate the safety manager and equip the safety organization ③ specification for the scope of law ④ specification for the researcher ⑤ standards of the facility and safety.
It is required to set up the university laboratory organization system that university should nominate safety manager, compose safety organization, support the safety organization, develop the safety education and training program and operate the program. And also, they should prepare the reasonable facility and safety standards according to technical and scientific study. As we find the Australian standards, it is required to separate each parts and equip the facility standards as follows piping facility, electric facility, ventilation facility, chemical treatment and storage facility. And also, we need to operate laboratory model which satisfy general facility standards and prepare safety model for each laboratory type.
It is required that we should study and research laboratory facility standards and guide and operation standards for the each laboratory equipments to make for the above all. And also, it is required that Ministry of Education, Science and Technology have operation will for the safe laboratory and university should have financial support and laboratory manager also should have strong operation will for the safe environment.
