국가재난에 대한 군 재난관리체제개선에 관한 연구 = A Study on Improvement of Military Disaster Management System about National Disaster

국문 초록 (Abstract)

최근 세계 곳곳에서는 엘니뇨, 라니냐, 지구 온난화 현상과 같은 기상이변 현상으로 인한 홍수, 태풍, 폭설, 가뭄 등이 격증하고 있으며, 설상가상으로 지진 및 쓰나미와 같은 대규모 자연재해는 인류의 행복과 삶을 위협하는 국가적 위기로 치닫는 사례가 증가하고 있다. 더불어 가속화 된 산업화·과학화에 따라 재난도 다양한 형태로 국가안보수준을 위협하는 수준까지 증가하고 있어 국가차원에서 관리가 더욱 절실해 지고 있다.
일찍이 선진국들은 국가 재난관리 체제 발전을 국가안보적 차원에서 관리하여 왔고, 특히 대형 재난사고 발생 시에는 국가위기관리 시스템을 총 동원하는 제도를 발전시켜 왔다. 우리 한국도 지난 2003년 대구 지하철 사고를 계기로 국가위기 관리 차원에서의 재난관리 매뉴얼을 다양하게 개발하는 노력과 투자를 진행시켜 왔다.
국가적인 차원에서의 재난관리 시 군은 항상 훈련된 상태로 집결되어 있는 유용한 자원으로 그동안 각종 재난 발생 시 국민들에게 큰 힘이 되어주었다. 그러나 각종 대형재난 시 국가적인 재난관리 체제에 있어서 군은 각 기관 및 지방자치단체들 간의 협조 및 지휘통제 미흡으로 인해, 많은 문제점이 도출되었다. 이러한 기본적인 지휘통제가 형성되지 못하자, 평시 재난관리에 대한 명확한 임무를 인식하지 못하고, 재난에 대한 준비가 소홀하게 되어 효율적인 지원이 이루어지지 못한 것이다.
군 내부에서도 재난발생 시 지휘체제가 이원화 되고, 각종 재난발생시 행동절차에 대한 명확한 법적 근거와 범위, 권한 등이 미흡하여, 위급한 상황에서 능력을 갖추고도 효율적인 재난지원을 못하는 사례가 빈번하였다.
본 연구는 궁극적으로 한국군의 재난관리체제 발전방향을 연구하기 위해 관련 사항을 심층 검토하고자 하였다. 따라서 연구의 접근 방법은 문헌조사 및 사례연구를 통한 접근방법을 택하여 수행하였으며, 연구를 위한 활용자료는 국가재난관리 및 군의 재난관리 및 지원체제에 관련된 각종 단행본, 논문, 보고서, 세미나 자료, 군 간행물 등을 참고로 수집 분석하였다.
연구의 수행은 먼저 재난관리의 이론적 고찰로서 재난에 관한 일반적 개념 및 관리체제, 국가위기 관리체제의 형성과 군의 역할에 대해서 설명 하고자 하였다. 그리고 선진국의 군 재난관리 사례 증 미국, 일본, 스위스에 대한 사례연구를 통해 선진국의 군 재난관리체제가 우리에게 주는 함의를 도출하고, 한국군의 재난관리 체제 연구를 통해 한국군의 재난관리 체제 발전방향을 제시하고자 하였다.
한국군은 재난관리체제에 있어서 지휘체계가 국방부와 합참이라는 2개의 지휘체계를 가지고 있어 효율적인 지휘조치가 제한되며, 군부대의 배치가 일부 지역에 편중되어 있어 전체적인 지방자치단체에 대한 재난지원능력이 부족하고, 외국처럼 완벽한 지방자치단체 구성 및 자립도가 이루어지지 못해 재난 지원에 있어서 많은 제한 사항을 가지고 있다.
또한 군 본연의 임무가 아니며, 재난이라는 특수한 상황 때문에 재난관리에 대한 교육체계가 미흡하며, 민ㆍ관ㆍ군 협력 체계도 미흡한 상태이다.
한국군의 재난관리체제 발전방향은 먼저 지휘체계에 있어서 국방부는 재난관리체제에 있어서 정책사항 심의 및 예방계획 수립 및 시행, 지원업무를 수행하고, 합참에 재난대책 본부 및 재난대책 상황실을 설치하여 탐색구조부대 및 재난 협력부대와 일반재난구조부대까지 제한 없이 지시가 가능한 체계로 전화되어야 한다.
재난 지원체제에 있어서는 재난 단계별 대기부대를 사전 지방자치단체와 협의하여 명확하게 지정 및 협조체계를 구축하며, 일반재난 관리부대는 긴급지원부대로 개명하여, 유사시 재난 지원이라는 명목이 합리화 될 수 있도록 하며, 대대급 협력부대에 긴급 구조 지원팀을 편성하고, 수시로 민·관·군 협력 하 훈련을 실시함으로써 재난극복 능력을 배양해야 한다.
교육에 있어서는 교육 대상별 교육훈련 개념을 규정하고, 정부차원의 교육과정을 강화하여, 평시 재난관련 훈련 및 유사시 지휘가 가능토록 하고, 민ㆍ관ㆍ군 협력에 있어서도 평소부터 합동 훈련을 지속적으로 실시하여, 분야별 제한사항을 도출 및 보완하여 유사시 즉각적인 대응이 이루어 져야겠다.

Recently It is increasing flood, typhoon, snowfall, dry weather by unusual change of weather phenomenon such as El Nino, Lanina, Global warming phenomenon at the world everywhere, and To make matter worse, that the large natural disaster such as earthquake, Tsunami threatens to national crisis for human happiness and life is increasing. According to accelerated industrialization and science, as the level which is threaten to national security is increasing by disaster of various forms, Government official is serious
Once The advanced state manage to country disaster management system development at a national security standpoint, and specially regime that mobilizing all of the national crisis management system have developed in a large disaster accident outbreak. Korea has proceeded the various disaster government official manual developed effort and investment in a national crisis management standpoint by taking place in DA-GU subway station at 2003
The army which is often trained state with assembled useful resource is large support people at meanwhile various disaster appearances. However national disaster government official system was drawn many problems by between institution and local governments is not good cooperation and command control insufficiency at various large disaster. Since this basic command control is not formed, there are not recognized clear mission about the diaster management at peace time, so effective support is not attainced as getting ready hurriedly about disaster
when happen disaster, command system is dualized at the army inside, and clear legal basis and extent, persuade about action procedures is insufficient when happen all kinds of disaster, as To have ability in critical situation don't often efficient disaster support.
This study is examined depth related matters to study course of development of disaster management system of Korea army. Therefore access method of this study achieve to choose access method about the literature investigation and the case study, and use date to study is analyzed for reference various books, paper, report, the seminar data, army publication etc. involved to national disaster.
Korea army have two command system divided into the Conference of Joint Chiefs of Staff and the Ministry of National Defense. Therefore, they cannot take the effective measure. Moreover, Korea army have a lot of restriction because the unequal arrangement of force make support ability of disaster deficient and we don't have perfect independence and composition of 지자체.
Also, it isn't duty of us; because we are confronted with the special disastrous situation, the study system about control of disaster and national cooperation system is wrong.
At the command system, disaster management organization growing direction of Korea army have to fulfill the consideration of policy, set up and operate the plan, and execute the support business. Also, we have to change the searching rescue force, disaster cooperation force and general disaster rescue force into the system that can give direction.
At the disaster support system waiting military by disaster steps expel appointment and cooperation system definitely confering with local government in the advance, the It is their name from General disaster management military to emergency support military and then The Name disaster support can be rationalized and it is organized emergency rescue support in Battalion cooperation military as enforcing drill in cooperation with the citizens, government, army develops ability of conquerable disaster.
At the education, we should be able to command ourself by regulating the conception of educational training and enforcing the governmental education process, whenever it is on the training situation about disaster, or not. In the same way, to assign the coorperative army to a battalion in regional unit at peace time in the coorperation, and to get accomplished a chain of command tranlng once in a halfterm in peace time, then to make possible support in a connecting line, for maintenance
