지상경계제도 정립을 위한 토지소유자 및 전문가의 인식도 분석 = An Understanding Level Analysis of Land Owners and Specialists for Actual Land Boundary System Settlement

다국어 초록 (Multilingual Abstract)

Albeit the high interest and accuracy land boundary settlement are required due to the amount of increase of land use and land value, a number of problems regarding the land boundary settlement under current land laws mainly based on landmap boundary system, are reported. At the situation to be required some systematical solutions to resolve above problems, this study has a purpose to solve these problems by analyzing current land boundary system and suggesting sustainable ground-based actual boundary system. In order to accomplish the study with success, questionnaire survey and its analysis were conducted of problems having landmap-based boundary system, requirements for land boundary system, and understandings of improving and important level when ground-based actual boundary system is adopted on land owners. The survey of understanding level was accomplished from 4 parts, operation system·supporting system·social interest·ground-based land boundary, with 25 assessment indexes. As a result of the survey most of the interviewees consisting of cadastral public officers, cadastral surveyors and land owners came to an agreement of the necessity to adopt the ground-based actual boundary system with quickness.

국문 초록 (Abstract)

국토이용의 다양한 증가와 토지가치의 상승 등으로 토지경계에 대한 관심 고조와 정확한 경계 설정이 요구되고 있지만, 도상경계제도가 운영되고 있는 현행법 체제에서는 경계설정으로 말미암은 문제점이 적지 않게 발생하고 있다. 이를 해결하기 위한 제도적 해결책이 필요한 상황에서 본 연구는 현재 운영되고 있는 토지경계제도를 분석하고 지속할 수 있는 지상경계제도를 정립함으로써 현재의 도상경계제도가 안고 있는 문제점을 해결하고자 한다. 본 연구를 위해 토지소유자 및 전문가들을 대상으로 도상경계제도가 지니고 있는 문제점, 토지경계제도에 대한 요구사항, 그리고 앞으로 지상경계제도가 도입될 때의 개선 정도 또는 중요도에 대한 인식도를 조사·분석하였다. 인식도 조사는 토지경계의 운영체계·지원체계·사회적관심·지상경계의 4영역으로 나누어 총 25개 평가지표를 가지고 진행되었다. 인식도 조사 결과 설문에 참여한 지적업무 관련 공무원, 지적측량 수행자, 토지 소유자들의 상당 부분이 지상경계를 기초로 한 토지경계제도가 시급히 도입·정착되어야 한다는데 의견의 일치를 보이고 있음이 나타났다.
