독립국가연합(CIS) 3국의 토지등록제도 개선방안 = Efficient Land Registration Model for the 3 Countries of the Commonwealth of IndependentStates(CIS)

다국어 초록 (Multilingual Abstract)

Recently, mutual exchanges of human and material resource in the field of cadastral domain between Korea and Commonwealth of Independent States(CIS) are actively promoted. It is, therefore, needed an in-depth analysis and research in these countries.
Most of these countries faces a lack of technical manpower, budget and know-how to manage cadastral administration. In addition, a conflict of interest among government branches and insufficiency of standardization obstacles to improve the systematic land registration model. Hence, it is required for CIS to adopt a new cadastral system or redesign a current system. This operation can play an crucial role to promote the economic development.
This study focused on an effective and standardized model for land registration through the case study in Azerbaijan, Uzbekistan, and Turkmenistan which has not been established the land registration process and standardization. The aim of the model is to contribute the economic development of the 3 countries by deriving suggested solutions in terms of institutional organizational and technical aspects.

국문 초록 (Abstract)

최근 독립국가연합(CIS) 국가들과 지적 분야의 교류가 확대되고 인적ㆍ물적인 왕래가 활발해지면서 이들 국가에 대한 심층적인 분석과 연구가 필요한 시점이다. 이들 국가의 대부분은 기술 인력과 노하우의 부족, 정부 부처간 이해상충, 표준의 미비 등으로 체계적인 토지등록모형을 확립하지 못해 지적제도가 낙후되어 있기 때문에 경제발전에 필수적으로 수반되는 지적제도의 도입 또는 재설계가 요청되고 있다. 따라서 이 연구에서는 토지등록에 대한 표준 및 프로세스에 대한 정의가 확립되지 않은 아제르바이잔, 우즈베키스탄, 투르크메니스탄 등 독립국가연합(CIS) 3국의 경제발전에 기여할 수 있는 효율적이며 표준적인 토지등록제도의 개선방안을 제도적ㆍ조직적ㆍ기술적 측면에서 도출하였다.
