한국 재정지원 일자리사업의 특성과 발전 방향 = Characteristics of Fiscal Supporting Job Program in Korea and Its Future Course

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to explain the characteristics of fiscal supporting job program in Korea compared to the programs of main welfare states(Sweden, Denmark, Germany, France, USA, the U.K., and Japan). It also aims to propose the future policy directions of the fiscal supporting job program in Korea which is drawn from the experiences of the compared countries. Firstly, it is found out that the Korean fiscal supporting job program has been typically meager, which is a main characteristic of the liberal welfare regime such as the United States and the U.K.. Secondly, where Korea truly stands out in comparison to the active labour market programmes of other countries is its deliberate attempt to spend much money on the direct job creation for low income households but pay less for employment service and market-supporting job programs. Thirdly, the countries where spend more money on the active labour market programs show higher employment rates. In addition, ceteris paribus, the country where has too many expenses of the directive job creation for low income households is more likely to suffer from relatively lower employment rates. Based on the above comparison, we argue that first of all, the Korean government should make a take-off investment for the active labour market program. It is also maintained that the directive job creation for low income households should be substituted for the public employment services including job training as well as market supporting job programs such as employment incentives.
