정부 출자·출연기관의 효율적 경영 방안에 관한 연구 : 전문생산기술연구소를 중심으로 = Research on effective management plan of government-invested and funded institutes,Focusing on the professional production technology institutes

Government-invested and funded institutions perform the purpose business along the characteristics of their establishment and pursue the innovative development consistently. So, the professional production technology institutes that are established by special laws also improves the productivity of the companies through creativity and innovative management with R&BD(Research and Business Development) that goes beyond R&D as the policy realization, maximizes the national profits and plays the role of public institution.

14 non-profit professional production technology institutes nationwide satisfy the government policies and carry out the innovative management in new paradigm as the leading institution of developing state-of-the art core new material and technology that is differentiated from the institutions established by other laws for carrying out purpose businesses, however, the matters that influence of restriction and institutional contradiction on the other side on "solid and efficient management" of the institution were reviewed and analyzed based the advanced researches, data of the institutions and visit to the institutes.
The problems that the institutes faced in respect of management are the number of R&D projects that the researchers carried out are limited because they rely on government-sponsored R&D rather than private ones for financial income, their level of using facilities and equipment were low, commercialization of performances from R&D projects was inefficient, they did not observe tax system that imposes the tax on the cost income in need of non-profit corporate body as the inclusive concept profit-making purpose and did not fulfil the disclosure of management as the public institution.

As the method of solving such problems of the institutions, research project-centered Project-Based Service(PBS) that is government-sponsored R&D project should be avoided and expanded to private ones and the restriction on number of projects for the researches should be abolished as well. Now that management capability is influenced by securing manpower as well, the preventive measure should be sought and temporary employment with non-regular workers should be minimized. The commercialization of performances from R&D project(currently 35.1%) should raised and operation ratio of suspended and abandoned facilities and equipment should be raised. Instead of reducing financial resources supported by the government by growing self-recovering capability with mid-to-long term vision and strategy, the independence rate should be raised by expanding differentiation of tax system applied to non-profit corporate body and disclosure of management should be observed according to principle of good faith.

This research thesis was willing to contribute to sound and efficient management through change and innovation by drawing the lessens shown from carrying out the project of establishment purpose by professional production technology institute that is non-profit corporate bogy and suggesting the plan.
