While the administrative environment is facing various and complicated administrative demands due to complex social issues, the capacity of local governments, responding to them, becomes important. In this condition, this study aims to examine the capacity of officials related to the capability of local governments directly and effectiveness of the job rotation system, which reinforces the competence of public officials as a generalist. Focusing on local government officials in Yeongdeungpo-gu, this study empirically analyzes the effects of the rotation system on expertise and job satisfaction of the research subjects. In the case of research range, this study sets independent variables including the number of rotation, average rotation period, satisfaction with handover and takeover processes in order to analyze effects of the job rotation system on expertise and job satisfaction of the officials, based on prior research. In the case of a research method, this study randomly selects and surveys officials, who have experienced the job rotation system, by considering personnel quota and proportion of each rank. According to their final response results, this study conducts statistical analysis by using the SPSS program to analyze the perception of officials who are regarding the rotation system, and through multiple regression analysis, it analyzes effects of the expertise and job satisfaction of officials that independent variables are dependent variables.
Major research and analysis results are summarized as follows. First of all, as a result of statistical analysis from the perception of officials on the rotation system, this study identifies that the officials who have experienced the rotation system strongly perceive its necessity. Furthermore, they recognize the need for institutional improvements in the handover and take over process, occurring with the rotational system. In the last, this study verifies the perception on appropriate duration and methods when operating the job rotation system. Specifically, most participants consider the legally mandated minimum rotation period of two years as suitable for rotation, and it identifies that they tend to perceive strongly there is no clear criterion related to department assignments.
Next, as a result of the regression analysis, first, the longer the tenure becomes in a position the stronger the professional competence of the officials. From the regression analysis on expertise, current tenure period and the average tenure in the department are significant. It means that as the tenure in the current department becomes longer the expertise of public officials is being improved. Second, as the rank increases, the experience in various departments could be a factor that enhances the expertise of officials. As a result of regression analysis from the Model 2 of expertise, correlation between the rank and the number of rotation is significant, so that the number of rotation itself is not a significant factor but as the rank increases the number of rotation reinforces the expertise. It can be interpreted as the higher rank officials become the more positive effects they have as a manager from their job experiences. Third, for the rotation system to have positive effects on job satisfaction, it is necessary to include satisfaction in the handover and takeover process. In the regression analysis on job satisfaction, the time to understand job responsibilities and satisfaction of handover and takeover process are significant factors. It presents that as the longer the time to understand job responsibilities gets the lower job satisfaction, while the higher satisfaction of handover and takeover process would increase the job satisfaction. Based on the result, if institutional improvements are accomplished to enhance the handover and takeover process, the rotation system would be considered as a human resource policy factor to increase job satisfaction. Fourth, at a certain point in time, the number of rotations itself has a significant effect on job satisfaction. As a result of regression analysis on job satisfaction, it can verify a nonlinear relationship between the job satisfaction and the number of rotations. After a certain point in time, the job satisfaction increases along with the number of rotations. It refers that as the rank increases, the number of rotations has positive effects on the job satisfaction and this result could be interpreted as the job rotation could prevent the officials from being bored with their job responsibilities due to long-term service in the same organization. In addition, it could reflect satisfaction with the moves when they wish to change their department due to some reasons like promotions.
This study attempts to empirically analyze effects of the rotation system on the expertise and job satisfaction of the public officials who have experienced the system, and it suggests opinions on improvements for the rotation system based on the research result. Based on the result, this study expects future research with various perspectives on the expertise of officials and the rotation system.
