In recent years, urban space has required integrated management and maintenance based on sustainability. The "Space Environment Strategy Plan," led by the Ministry of Land, Infrastructure and Transport, is a planned means introduced to manage urban space in an integrated manner by reflecting regional characteristics from the perspective of sustainability. Even though the Spatial Environment Strategy Plan has good purpose, it is necessary to think about how differentiated the Spatial Environment Strategy Plan is compared to other plans for place-oriented or integrated urban management.
Against this backdrop, the purpose of this study is to derive planning characteristics by analyzing the contents of the Spatial Environment Strategy Plan established to fill the gap between urban planning and individual architecture. Through this, we would like to suggest an improvement plan for the Spatial Environment Strategy Plan for the integrated management of the urban spatial environment.
To this end, this study analyzed the plans of five local governments that were finally selected for the Ministry of Land, Infrastructure and Transport's Spatial Environment Strategy Plan establishment support project in 2021. The planning elements for each item of the Spatial Environment Strategy Plan were derived using the contents of the local government's Spatial Environment Strategy Plan to be analyzed as basic data, and the results were derived through expert AHP analysis. In addition, based on the results of expert FGI analysis, we would like to present the problems and improvement measures of the Spatial Environment Strategy Plan. The results of the study derived through this are as follows.
First, a common feature of the Spatial Environment Strategy Plan to be analyzed is that the planned area is mainly centered on the original downtown area, which is the location of the old city or Eup and Myeon. Therefore, it can be seen that the management target of the urban spatial environment is focused on the existing downtown area, which is old or underdeveloped. Second, as a result of AHP analysis according to weight, the important planning elements of the Spatial Environment Strategy Plan for integrated space management were derived in the order of 1st-Linkage between pedestrian streets and parks and squares (.052), 2nd-Priority-creating a nature-friendly base park (.032), 3rd Place-Maintenance and connection of alleys in residential areas (.034), 4th-Walk Priority (.032), 5th-Place-Securing accessibility and diversity of public transportation (.032).
Based on the results of these studies, the problems of the Spatial Environment Strategy Plan and the improvement plan of the Spatial Environment Strategy Plan for the integrated management of the urban spatial environment were presented.
The biggest problems of Spatial Environment Strategy Plans is that the goal of the plan is unclear and the criteria for the basis for planning are ambiguous, pointing out that the systematicity of the plan is somewhat low. In connection with this, the similarity to existing plans reflecting regional characteristics has led to a lack of differentiation, and whether to secure the execution power of the actual business plan (guaranteed budget) has been raised as a question.
Accordingly, measures to improve the Spatial Environment Strategy Plan for the integrated management of the urban spatial environment are as follows. First, in terms of law and institution, the basis standards need to be clearly and clearly presented at some level than at the current level. Second, In terms of the planning process, it is necessary to establish an integrated master plan that is flexible to changes in the spatial environment, and to prepare various support measures in the private sector. Third, in operation and management aspects, it is necessary to continuously strengthen links with the private expert operation system and to create a cooperative support structure.
