MDGs(Millennium Development Goals, MDGs)에서 SDGs(Sustainable Development Goals, SDGs)로의 국제사회의 개발목표 변화는 교육 분야에 대한 관점의 전환을 가져왔다. SDGs 체제에서 공여국과 수원국은 고등교육을 국가발전의 핵심 수단으로 인식하며, 전문 인력의 역량 강화와 지식 기반 사회 구축에 높은 관심을 보이고 있다. 고등교육 부문에 대한 원조의 중요성은 많은 공여국이 인식하고 있으나, 실제 원조 배분의 규모나 패턴은 국가별로 차이를 보인다. 특히 아시아를 대표하는 OECD DAC(Development Assistance Committee, 개발원조위원회)의 주요 공여국인 한국과 일본은 고등교육 ODA에 중점을 두고 있으나, 기존 연구에 따르면 배분 패턴이나 전략적 측면에서 차이가 존재한다. 그러나 한국과 일본의 비교연구는 양적으로 부족할 뿐 아니라 이러한 비교연구의 방법도 전반적인 원조에 대한 거시적 분석에 치우쳐 있는 경향이 있다.
이에 본 연구는 한국과 일본의 고등교육 ODA를 결정하는 주요 요인이 무엇인지 실증적으로 분석하고, 양국 간 공통점과 차이점을 조망하는 한편 실증분석의 결과에 대한 배경적·맥락적 요인을 연구참여자들의 인식을 바탕으로 구체적으로 살펴보고자 하였다. 양국의 고등교육 원조 특성에 대한 이해를 제고하고, 한국의 고등교육 부문 ODA 정책에 대한 시사점과 방향성을 도출하는 것을 목적으로 한다.
연구의 목적을 달성하기 위해 다음과 같은 연구 문제를 설정하였다. 첫째, 수원국 필요(recipient need, RN), 공여국 이익(donor interest, DI) 관점에서 한국과 일본의 수원국에 대한 고등교육 ODA의 배분을 결정하는 요인은 무엇이며, 이러한 요인은 양국 간 어떠한 유사점과 차이점을 보이는가? 둘째, 한국과 일본의 고등교육 ODA 배분 결정요인은 실제 ODA 전략과 실행 과정에서 어떻게 반영되며, 양국 ODA 시행기관 종사자들은 이를 어떻게 인식하고 있는가?
연구 문제를 탐색하기 위해 설명적 순차 설계에 기반한 혼합연구 방법을 사용하였다. 양적 분석에서는 2006년부터 2022년까지 17년간 OECD CRS(Creditor Reporting System)에 집계된 한국과 일본의 고등교육 ODA 지원금액과 UNESCO, World Bank, ILO, UNDP, IMF, ESCAP, Freedom House 등의 115개 수원국에 대한 관련 통계자료를 활용하였다. 분석에는 R 통계 프로그램을 활용하였고, 토빗 모형 분석, 로지스틱 회귀분석, 다변량 회귀분석을 실시하였다. 양적 분석 결과에 대한 맥락적 이해를 보완하기 위해, 한국과 일본의 ODA 시행기관 실무자 총 6인을 대상으로 질적 면담을 수행하였다. 이에 대한 연구 결과를 요약하여 제시하면 아래와 같다.
한국과 일본의 모형을 양적 및 질적 분석 방법을 통해 분석한 결과, 양국의 고등교육 ODA 배분 결정요인에는 공통된 특징이 있었다. 한국과 일본의 모형에서 공통적으로 수원국의 고등교육 수요 측면에서는 고등교육 등록 인원, 경제사회적 수요 측면에서 1인당 GDP와 인구 등이 주요 변수로 나타났고, 공여국 이익 측면에서는 FDI와 공여국-수원국 간 지리적 거리가 주요 변수로 나타났다. 연구참여자의 면담 결과를 통해서도 양국은 고등교육 ODA 배분 여부 및 수준을 결정할 때 수원국의 사회경제적 필요와 고등교육 수요를 고려하는 동시에 자국의 경제·외교적 이해관계도 함께 반영하고 있는 것으로 나타났다.
한편, 한국과 일본의 분석 결과를 비교해보면 배분을 결정하는 주요 요인에 있어 차이도 나타났다. 본 연구의 양적 연구 결과 한국은 일본에 비해 한국과의 전략적 이해관계나 수원국 사회경제적 지표 등을 고등교육 ODA 배분 시 고려하는 경향을 보였는데, 질적 연구 결과 한국이 국익을 추구하는 전략적 의도가 있기보다는 상대적인 ODA 경험과 역량 부족에서 비롯된 접근방식임을 확인할 수 있었다.
또한, 일본은 고등교육 ODA 지원 대상을 선정할 때 교육적 수요와 취약성을 우선 고려하고, 배분의 규모를 결정할 경우에는 수원국의 고등교육 발전 의지와 수용 능력 등을 고려하는 단계적인 접근방식을 반영하고 있는 것으로 나타났다. 같은 맥락에서 연구참여자들의 면담 결과, 일본은 국제사회의 담론과 규범 등을 수원국 현장에 제도적으로 내재화하여 고등교육 ODA의 지속가능성을 도모하고자 하는 접근방식을 보였지만, 한국은 규범을 수용하여 정책 및 전략에 반영하고자 하지만 이를 실제 ODA 사업 현장에서 실행하고자 하는 역량은 제한적인 모습을 나타냈다.
이상의 연구 결과에 기반하여 내린 본 연구의 결론은 다음과 같다. 첫째, 한국과 일본의 공통된 고등교육 ODA 배분 결정요인은 수원국의 1인당 GDP, 인구, 수원국에 대한 FDI, 공여국-수원국 간 거리 등으로 수원국 필요-공여국 이익의 관점에서 설명될 수 있었다. 양국은 수원국 필요와 공여국 이익 양 측면을 모두 고려하여 고등교육 ODA를 배분하는 한편, 전략적 방향성이나 이행실적에 차이는 있지만 기본적으로 국익을 중심으로 한다고 인식하였다. 둘째, 일본은 한국에 비해 수원국의 고등교육 수요와 교육 부문 발전에 대한 수원국의 의지를 고려하는 양상을 보였다. 한국은 일본보다 고등교육에 대한 수요 측면보다는 전반적인 수원국의 경제적 취약성을 더 고려하는 차이를 보였는데, 연구참여자들은 이러한 결과가 한국의 ODA 협력 전략에 의한 것보다는 체계적인 정보와 실행 수단의 부족에서 비롯된 것이라고 평가하였다. 본 연구는 RN-DI 모형을 기반으로 한 고등교육 ODA의 결정요인에 대한 새로운 분석의 틀을 제공하고자 하였다. 즉, 본 연구를 통해 기존에 일반적으로 유형화되어 온 수원국 필요 요인에 고등교육 수요 관련 결정요인을 실증 분석하여, 한국과 일본의 고등교육 ODA를 미시적으로 살펴보면서도, 고등교육 ODA 배분에 대한 분석의 틀을 제시하여 후속 연구를 위한 논의의 기반을 마련했다.

Development Goals (MDGs) to the Sustainable Development Goals (SDGs),
bringing about a corresponding change in the approach to education. Within
the SDG framework, both donor and recipient countries increasingly
recognize higher education as a key driver of national development, focusing
on strengthening professional capacities and building knowledge-based
societies. While many donors acknowledge the importance of higher
education aid, the scale and patterns of allocation differ significantly across
countries. Korea and Japan, as leading donor countries in Asia and key
members of the OECD Development Assistance Committee (DAC), place
emphasis on higher education ODA, yet existing studies indicate disparities in
their allocation patterns and strategic orientations. However, comparative
studies between the two countries are limited and are often biased towards
macro-level analysis of general aid flows. This study aims to empirically analyze the key factors determining higher
education ODA allocation by Korea and Japan, examine their similarities and
differences, and interpret the contextual and institutional background of
these findings from the perspective of practitioners. The study ultimately
seeks to enhance understanding of the characteristics of higher education
aid in both countries and provide implications for Korea’s higher education
ODA policy.
The research questions are as follows: First, from the perspectives of
recipient need (RN) and donor interest (DI), what determinants influence the
allocation of higher education ODA by Korea and Japan to recipient
countries, and how do these determinants compare? Second, how are these
determinants reflected in actual ODA strategies and implementation
processes, and how are they perceived by practitioners at donor agencies
in both countries?
To explore these questions, the study employed a mixed-methods approach
based on an explanatory sequential design. For the quantitative analysis, data
on Korea and Japan’s higher education ODA from 2006 to 2022 were
obtained from the OECD Creditor Reporting System(CRS), alongside relevant
statistics on 115 recipient countries from sources such as UNESCO, the
World Bank, the ILO, the UNDP, the IMF, the ESCAP, and Freedom House.
Tobit, logistic, and multivariate regression analyses were conducted using the
R statistical software. To supplement the contextual understanding of the
quantitative findings, qualitative interviews were conducted with six
practitioners from ODA-implementing agencies in Korea and Japan.
The findings revealed that both countries share common determinants in
their higher education ODA allocation. In both models, higher education
enrollment and socioeconomic indicators such as GDP per capita and
population were significant on the recipient need side, while foreign direct
investment(FDI) and geographic proximity were significant factors on the
donor interest side. Interviews with practitioners also confirmed that both
countries consider both recipient needs and their own national interests
when allocating higher education ODA. However, differences were also found. The quantitative results showed that Korea placed relatively greater emphasis on strategic interests and the
socioeconomic indicators of recipient countries than Japan. Qualitative
findings revealed that this was not due to a strong strategic intention to
pursue national interests, but rather reflected Korea’s limited experience
and capacity in ODA implementation.
In contrast, government expenditure on education and the proportion of
education spending allocated to secondary education were consistently
significant for Japan across all three regression models. Japan appears to
take a phased and structured approach by prioritizing educational demand
and vulnerability when selecting recipient countries, and considering recipient
commitment and absorptive capacity when determining the scale of support.
Practitioners also noted that Japan integrates international norms and
discourse into institutional practices in the field to enhance the sustainability
of higher education ODA. Korea, by contrast, actively incorporates
international norms into policy and strategy documents but lacks sufficient
implementation capacity at the field level. Based on the findings, this study draws the following conclusions: First, the common determinants of Korea and Japan’s higher education ODA—GDP
per capita, population, FDI, and geographic proximity—can be explained
within the RN-DI framework. Both countries consider recipient needs and
donor interests in allocation, and although their strategic directions and
implementation performance differ, they are essentially both perceived to be
driven by national interests. Second, Japan more actively considers recipient
countries’ higher education needs and their commitment to educational
development. Korea places more weight on general economic vulnerability
than on education-specific demand. Practitioners have suggested that this
reflects a lack of systematic information and implementation tools rather
than a deliberate strategy. This study contributes a new analytical framework for higher education
ODA by applying the RN-DI model to this specific sector and empirically
analyzing education-specific variables. It offers a micro-level comparison of
Korea and Japan’s higher education ODA behavior and provides a
foundation for further research in this field. The theoretical implications are as follows: First, the study extends the practical application of the RN-DI model by conducting a micro-level analysis
focused on higher education in the context of Korea and Japan. Second, the
study identifies education-specific determinants of higher education ODA,
providing empirical evidence for future research. Third, it broadens the
scope of Korea–Japan comparative studies in ODA, offering new insights into
the two countries' aid strategies. The policy implications are as follows. First, higher education ODA should be more responsive to the diverse demands in the higher education sector in
order to contribute more effectively to the SDGs. Second, Korea should
implement a clear aid philosophy and goals to effectively deliver higher
education ODA. Third, Korea could consider Japan’s long-term strategic
model as a reference when addressing its own higher education challenges
through ODA. The limitations of this study are as follows. First, determinants of ODA
allocation may change over time due to domestic and international factors,
so longitudinal studies are required. Second, the comparison between Korea
and Japan cannot be generalized to all Asian donors. Third, in terms of
methodology, quantitative analyses face limitations in controlling for
donor-specific variables, and qualitative analysis may require a more rigorous
sampling process. Future research should refine relevant indicators and
accumulate empirical data on changes in ODA allocation policies.
