산재근로자 사회심리재활지원사업 민간위탁에 관한 연구 = A Study on private Commissioning of psycho-social Rehabilitation Support Servicefor injured Workers

The Korea Worker's Compensation and Welfare Service is
giving more support for returning to society and returning
to work by providing specialized rehabilitation services for
injured workers, recently operating by introducing
psycho-social rehabilitation support service for mental
stability of injured workers and return to society and
commissioning a part of injured worker rehabilitation project
to private organizations in order to provide more services
with limited resources. Private commissioning stands for the
method of extending efficiency and competitiveness of
government functions by commissioning production, supply
and office work of public services to private organizations
through contracts.
This study attempts to analyze the process of
psycho-social rehabilitation support service for injured
workers which is under operation by Korea Worker's
Compensation and Welfare Service by setting the focus of
study on the private commissioning process of public
service. For this, the previous studies on private
commissioning of public services will be examined first and
prepared the analytic framework of this study by examining
the conditions for the private commissioning to be
performed effectively based on these studies. The private
commissioning process of psycho-social rehabilitation
support service for injured workers was analyzed and the
policy oriented implications have been derived based on the
analyzed results.

국문 초록 (Abstract)

근로복지공단에서는 산재근로자에게 전문적인 재활서비스를 제공함으로써 사회복귀 및 직업복귀를 위해 보다 지원하고 있으며 최근에는 산재근로자의 심리적인 안정과 사회복귀를 위해 사회심리재활지원사업을 도입하여 시행하고 있고, 한정된 자원으로 더 많은 서비스를 제공하고자 산재근로자 재활사업의 일부를 민간위탁하고 있다. 민간위탁은 계약을 통하여 정부가 민간에게 공공서비스 생산 ․ 공급 사무를 위탁하여 정부기능의 효율성과 경쟁력을 확대하는 방식을 의미한다.
본 연구는 공공서비스의 민간위탁과정에 연구의 초점을 두고서 근로복지공단이 수행하고 있는 산재근로자 사회심리재활지원사업의 과정을 분석하고자 한다. 이를 위해 우선 공공서비스의 민간위탁에 대한 선행연구들을 살펴보고 이를 근거로 하여 민간위탁이 효과적으로 수행되기 위한 조건들을 살펴보고 본 연구의 분석틀을 마련하였다. 이러한 분석틀에 따라서 산재근로자 사회심리재활지원사업의 민간위탁과정을 분석하고, 분석결과를 바탕으로 정책적 시사점을 도출하였다.
