This paper intends to analyze the characteristics of University Saemaul Education (USE) and suggests the introduction of USE to foster National Human Resource Development in developing countries. An in-depth study on the case of Korean USE and its characteristics, together with discussions on the need to establish a Department of Saemaul Studies at the Western University in Cambodia has been analyzed on the premise that the aforementioned department could play a crucial role in human resource development in Cambodia.
For this purpose, the theory of national development, human resource development, community development and Saemaul human resource development were comprehensively analyzed in this paper. Based on the literature review, the characteristics of Saemaul Education in terms of national human resource development were derived.
The characteristics of Korean USE are identified specifically through the background and purpose of fostering human resource, student admission, curriculum, academic management, and career path for graduates. Firstly, Saemaul Education (SE) began with the philosophy and will of a national leader, and the national leader specifically presented the goals, guidelines, curriculum, and direction of the USE. Secondly, in terms of policy implementation, the Ministry of Education divided the policies of the university's Saemaul education into eight categories and presented them to universities, and promoted consistent SE through the evaluation of SE programs. In addition, the local government issued a policy to support the education of USE and provided scholarships to students who entered the Saemaul department and created a special recruitment system for public officials after graduation. Thirdly, based on these plans and policies, the department of community development at Yeungnam University was established.
This study analyzed Cambodia's national human resource development policy to examine the applicability of the Korean USE case to Cambodia. Cambodian human resource development policy is aimed at Strengthening the Quality of Education, Science and Technology, Technical Training, Enhancement of Public Health and Nutrition, and Improving Gender Equity and Social Protection. They were analyzing future tasks and limitations based on their achievements and suggesting directions for national development. In terms of policy implementation, it is ascertained that the Ministry of Education, Youth and Sports is carrying out education strategies based on the purpose of education policy that promotes higher education. In addition, the Accreditation Committee of Cambodia established minimum standards for accreditation of higher education institutions so that it could be promoted consistently. According to these policies, it is ascertained that the Cambodian W university has established a human resource development plan for the national human resource and is realizing this endeavor through the mode of higher education.
Finally, through analysis, the framework derived from the characteristics of SE in Korea shows that the characteristics of the W University can be represented in five areas: educational goals, student admission, curriculum, academic management, and career path for graduates. In other words, Cambodia presents national human resource development policy goals, and at the university level, the Saemaul department, which satisfies the characteristics of educational goals, student admission, curriculum, academic management, and career path for graduates, have been established to promote national human resource development.
This paper intends to provide a direction for promoting USE in developing countries by analyzing the feasibility of USE as a means of training professional human resource development in developing countries. In conclusion, firstly, Cambodian USE should be developed in congruence with the policy sectors and curriculum emphasized in the national human resource development policy. Secondly, it is necessary to link it to the recruitment of public officials for the stable settlement of USE. Thirdly, it is necessary to expand USE by establishing an alliance system with local governments and international organizations. Fourthly, Yeungnam University needs to prepare a stable system to ensure sustainable SE in terms of the operation of international programs for USE. In conclusion, USE suggests that it can be achieved by national development only when it is in congruence with the national policy, the institutional environment of the university, the local government's regional support policy, and the university's competence.
