This study is to analyze the current development plans for vocational education devised by Municipal and Provincial Education Offices (MPEO) in terms of human/material resources, budget, policies, and local conditions. Some of MPEO had suggested the ways how to establish vocational education but they were not that systematic and didn't have much positive effect in action as they were expected. Therefore, the purpose of this study is to prescribe the better ideas to make more developed and concrete plans for vocational education in the future by examining already existing ones accurately.
In this study, the latest development plans for vocational education from the three MPEO are chosen as the objects of this study. Also, the analysis model applying CIPP evaluation model and analysis survey tool have designed based on the education scholars' thorough inspection for this study. The results of analysis are as below: The data shows all the three MPEO didn't diagnose the human resources fully enough in Context stage. Especially, Education Office of B and C insufficiently investigated material resources, also Education Office of A lacked examination about the current and needed budget. In Input stage, the development plans do not include the information about how to secure human/material resources and budget which are needed for actual implementation of the plans. Accordingly, there is concern that the plans could be degenerated into the formal plans. In Process stage, the development plans present not the specific or concrete but very general how-to. Moreover, all the three MPEO focused only one aspect of analysis, whereas the rest of aspects were not reflected well on the plans. Lastly, since the development plans more focused on the possibility of implementing them rather than the expected results of the plans, the concrete output from the plans was not come out in Output stage. Therefore, it is found that the development plans lack efficacy of the plans, prediction of the output, and feedback.
