농촌지역개발사업 완료지구 사후관리 효율화를 위한 연구 -현안해결 현장포럼 운영 및 사후관리 유형 활용을 중심으로- = Running an Effective Post Completion Vigilance of the Rural Area Development Project - Resolving Current Issues through Local Site Forums as a Central Methodology -

다국어 초록 (Multilingual Abstract)

The promotion of rural area development policies and community tbusiness’ are propelled by the spontaneity and persistence of the citizens, and therefore their participation level in such programs has gained continuous interest.
The ‘Rural Site Forum,’ conducted by the Ministry of Agriculture, Food and Rural Affairs, has been utilized to maintain an effective project operation management. The data has been used to compare the differences and similarities before and after the conduction of the project, resolving post completion conflict management and planning for subsequent project. The research focuses on collecting data from over five local site forum results and from there suggesting the aftercare needed to improve the management of the project in the post-completion areas. Firstly, it is necessary to keep a constant inspection and monitoring of the process and follow-up action after conducting the local site forums. Secondly, more accurate information and database construction are required regarding the site condition and business procedure. Thirdly, active participation of the administrator and concerning individuals is needed. Additionally, procedural management of the local site forum has to be made specifically for the site issue, replacing the generalized version. Lastly, to increase the execution of the post management project, it is necessary for each city to build an organized ordinance enactment for each complete facility operation management, as well as a dedicated administration department and an intermediate supporting organization.

국문 초록 (Abstract)

농촌개발정책 및 공동체사업 추진이 주민참여에 의한 자발성과 지속성에 기반하고 있어서 주민참여프로그램에 대한 관심이 높이지고 있다. 이점에서 농림축산식품부의 농촌현장포럼 프로그램은 사업추진 전후는 물론, 사업완료 후 갈등관리, 후속 사업발굴 등 효과적인 사업운영관리에 활용되고 있다. 본 연구에서는 완료지구의 현안해결 현장포럼을 통해 현안을 파악하고 현안에 따른 사후관리유형 구분 후, 지속적인 사후관리체계 구축에 필요한 의견을 제시하고자 한다. 첫째, 현장포럼 추진 후 실행과정에 대한 지속적인 사후조치 점검이 필요하다. 둘째, 대상지의 여건 및 사업추진과정에 대한 정확한 정보와 자료 DB 구축이 요구된다. 셋째, 관계자간 역할정립과 적극적인 참여가 요구된다. 넷째, 대상지 현안에 따른 현장포럼 운영 프로세스 개발이 필요하다. 마지막으로 장기적인 사후관리 프로젝트로서 결과에 대한 실행력 제고를 위해 지자체별 완료지구 시설물운영관리에 대한 조례제정, 행정전담부서 설치, 중간지원조직 개설을 통한 행정의 관리체계 구축이 요구된다.
