This study examines which influence the local residents' role has upon residents' satisfaction in driving a project through a survey on how they are satisfied with the facilities and project by investment type targeting local residents in the areas with completion of the Comprehensive Rural Village Development Project. Thus, the key is the aim of seeking necessary implications for successfully driving a regional development project initiated by residents hereafter.
First of all, it selected research subjects as 53 areas of having been driven with the Comprehensive Rural Village Development Project, and divided facility investment expenses for the targeted areas by 6 sections such as basic living facilities, cultural welfare facilities, income-based facilities, rural tourist facilities, landscape facilities, and local capacity building, for the type-based classification on the basis of the investment-support facilities. Based on this, a cluster analysis was carried out.
As a result of cluster analysis, it was classified into 4 types such as cultural welfare-oriented type, basic living-oriented type, income base-oriented type, and rural tourist-oriented type. For a survey on residents' satisfaction, a questionnaire survey was conducted by selecting representative areas by 1 type-based zone. Questionnaires were widely distributed by 50 copes targeting representative areas by 4 types. Among totally 200 copies, 131 copies of effective samples were collected. The questionnaire results on general matters, project participation and project satisfaction could be elicited.
As a result of questionnaire survey, the areas as the questionnaire subjects of cultural welfare-oriented type and income base-oriented type with positive resident participation in project and highly rational opinion reflection were shown to be high in the satisfaction with the whole project propulsion and in residents' satisfaction at the facilities with high investment cost. On the other hand, the areas as the questionnaire subjects of basic living-oriented type and rural tourist-oriented type with positive resident participation in project and lowly rational opinion reflection could be known to be low as a whole even in the satisfaction with the whole project propulsion and in residents' satisfaction at the facilities with high investment cost.
In conclusion, through this study, it could be known that the more rational progression in residents' decision-making process with residents' high project participation level given driving a bottom-up regional development project initiated by residents like the Comprehensive Rural Village Development Project leads to being well reflected the facilities desired by residents given establishing a project scheme, thereby being indicated to be high even in residents' satisfaction with the investment-supported facilities proportionally.
To successfully drive a bottom-up regional development project initiated by residents henceforth, it is important to be made rational decision-making procedure with eliciting residents' lots of participation.
To do this, the corresponding residents' capacity building will be important.
To allow local residents to understand a project and to recognize importance of participation and to grasp the procedural process of collecting and deciding on rational opinions, a support for building residents' capacity is needed, which offers relevant education and an opportunity of acquiring diverse experiences. There will be a need of considering even a plan for being preferentially executed the investment in residents' capacity building section so that the rational decision-making procedure can be progressed by residents' positive participation given establishing a plan for bottom-up regional development initiated by residents, through implementing this from the phase prior to establishment of a plan, which is the beginning of a project.
