      This study investigates the impact of environmental factors at the community center for children which provides the whole-person education service on the social and emotional development of the children. Using the result, this paper develops appropriate programs suitable for the development of desirable environment to promote the qualitative improvement of community center for children.
      The survey was conducted for the 420 students who are fourth grade to six grade elementary school students in Busan. 335 data was finally used, excluding the 8 inappropriate survey.
      Based on the literature review, physical environment, program environment, and interaction with teachers are selected as the independent variables. As dependent variables, sound dependence, internal control, interaction with peer group, stability, achievement motivation, and curiosity are selected to represent the social and emotional development of children. Descriptive statistics analysis, correlation analysis, and multiple regression analysis are conducted using SPSS 12.0 for windows.
      The result of this study is summarized as follows.
      Firstly, space and facility do not have an significant effect on overall social and emotional development. However, they have a significant influence on the one of the sub-factors of social and emotional development, stability.
      Secondly, sanitation health control significantly affects to the overall social and emotional development of a child, as well as internal control, interaction with the peer group, achievement motivation, and curiosity.
      Thirdly, the environment of community center for children shows a significant impact on the overall social and emotional development of children, especially the sound dependence, achievement motivation, and curiosity.
      Fourth, interaction with community center for children shows a significant impact on overall social and emotional development of children, especially the sound dependence, internal control, stability, interaction with the peer group, and the curiosity.
      As above, environment factors of community center for children significantly affects on the social and emotional development of children. This result shows that the community center for children not only provides the functionality of protection of a child but also assists the emotional and social development of a child by purifying the emotion of a child, preventing a problem behavior, providing the positive relations with the peer group, and providing the various program to the children who needs the parental and cultural care.
      Based on the result of this study, future direction of community center for children can be suggested to build the desirable environment and programs.
      Firstly, the community center for children should secure a budget for the space and facility. Even the physical environment is set according to the facility standards, it has difficulties to make the children rest and actively play, due to the multi-purpose use and lack of private space. Therefore, it should secure a budget by environmental improvement and participation of apparatus, as well as be aware of importance of environmental factors of community service center by securing the human and material resources and hunting the sponsors.
      Secondly, the sanitation health control should continuously implemented. the community center for children protects the children on the behalf of a home. Since these children do not have enough time to be with the adults' care and hard to be familiarized with the basic day time practice, the sanitation control should be continuously developed.
      Thirdly, community center for children should co-work with other institutions. The limited education program in a limited space has various shortcomings. Especially, programs which neglects the children or the desires of children cannot lead to the interests of children. Therefore, the community center for children should collaborate with other community center for children to share the program information and communicate one another. This contributes to the standardization of the education program and the improvement of education quality, by providing the knowhow and information to the new or a small-scale community center for children.
      Fourth, proper education and mentor should be provided to the teacher of community center for children to provide the positive interaction between children and teachers. The overwork of community center for children affects the negative influence to the interaction between children. It is connected to the job change, arising another problems on the operation of the community center for children. Therefore, appropriate education should be provided to the teachers to check the task and recharge themselves. As well, the meeting for the community center for children should be set to provide the support one another, provide the mentors with experience and knowhow, providing the feedback for the tasks. This can enable the teachers of community center for children to carry out the work with stability, extended to the emotional stability of the children who use the community center for children.
