지적재조사측량 성과기반의 도로명주소기본도 활용 개선에 관한 연구 = The study about application improvement of basic map of road name address based on cadastral resurvey outcome

cadastral resurvey is long-cherished wish of Korean history of cadastre that is opening new age of territory by completing the cadastre that coincides with real world through providing accurate location-based service along with the development of space information industry based on accurate cadastral information. This is because the use of cadastral map that was built about 100 years ago in Japanese colonial era results in damage and loss of plaste, and about the 15% of boundary of map in national territory did not coincide with the real condition through computerization, leading to huge damage to exercise of right of land by individual as well as land trouble; thus, the road name address has been started since March 2012.
The basic map of road name address was used with existing parcel address since July 20th 2011, but it has been mainly used since 2014 that plays a role of administering·changing·abolishing·guiding the road name address, national basic district, and national point number. Thus, it is necessary for the basic map of road name address to be improved of the accuracy as DB and related policy and administration as well as its application to play right role and to provide quick and accurate space information for the public.
This study was to find the technological, legal and institutional, and administrative plan that can improve the application of basic map by improving, based on the outcome in region that finished cadastral resurvey, the accuracy which is one of the most important factors for the space information and is essential factor for road name address.
First of all, it should construct the coordinate system of world geodetic reference system likewise cadastral resurvey as a technological improvement plan. The basic map of road name address has no consistency and is currently managed by cities, provinces, and central center using different datum system as it was made by individual, serial, and compilation map, and digital map that had different construction standard. Thus, the standard should be established by applying world geodetic reference system as a single origin point that all suppliers construct as a standard in digital map market, and the accuracy of location should be improved by organizing basic map of road name address through reorganization of cadastral map which is background resource according to complete result of cadastral resurvey. Also, the quality of space information can be equalized through the fusion of other existing space information, and the accuracy of basic map of road name address can be enhanced by applying UAV image that has higher resolution than aviation image and can film the region that is difficult to access.
It should prepare the base to improve the accuracy of the location by preparing relative regulation to renew the basic map of road name address of the region that completed cadastral resurvey through legal·institutional improvement plan according to outcome at time of completion, the authority of modification and renewal that is in charge of corresponding administrative officer in local government should be delegated to public institution or private enterprise that have technical skill of space information industry to maintain and manage the advantage of basic map of road name address that is renewed and provided to the public in real time, the information that coincides with real condition should be registered to basic map by obliging reconnaissance survey when register the basic map for the first time, the procedure that the person in charge of road name address in local government writes referring to compter and paper design map when registering object such as building and road should be abolished, and the standard of registration should be amended to use data of present condition measurement or extract the linear shape through direct scanning, vectorizing, and so on, maintaining the accuracy.
Last, it, as an administrative improvement plan, should suggest the continuous direction of improvement by building cooperative system among organizations such as governemtn, public institution, and private enterprise for basic map of road name address can function as national space information by securing accuracy; also, it can enhance the status and reliability as national basic map if it can provide the best service to the public through basic map of road name address and enhancement of function by connecting to other national space information.
