After the civil war in Korea, there is a large increase in population due to
urbanization and industrialization, especially the concentration of population in
cities. In this context, the Korean urban policy had the object of the supply of
housing and land with housing policy. In the middle of 1980’s , the existing
cities were saturated and they began to expand to their outer zone. However,
the quantitative extension as only developments accompanied the desertification
of the city center, and social problems. In fact, the urban policy influence not
only physical improvement but also the daily life of citizens. But, until the
mid-1990s, there were only physical development as a only quantitative
extension with economic logic in the tendency for urban policy.
Today, the new paradigm of urban policy, urban regeneration was born in
perceiving accompanying many problems because of this situation. This policy
aims to the physical development and, at the same time, urban revitalization
through improvement of the problems, unemployment, poverty, aberration etc.,
which are the results of the collapse of the local economy. In particular, the
historical and cultural district that has heritage value but lost the functioning of
the urban center is adaptable to urban regeneration. So far, in many of the
heritage protection controls, the historic and cultural old zone can be a target of
the urban generation policy. However, we cannot let the decline of old district
that takes place quickly. Emphasizing the public role and capacity of citizens, the
neighborhood regeneration is more adaptable than the urban redevelopment
policy or Newtown has been aiming at the super blocks. Public power Develop
the public sphere and the inhabitants engage in the private sphere. That is to say
that the public sphere development by the public associates to improving the
private sphere. So, as a writer, I want to know and study the influence of
adequate supply public spheres for the neighborhood regeneration of a historic
and cultural ancient district.
This research is done by analyzing the proceeding research and references on
the changing paradigm of urban policy on the protection of older neighborhoods
and urban regeneration. Then, I want to find good orientation of urban policy
after the comparative study of national and foreign samples for the public sphere
and neighborhood generation. I plan and observe the current condition of the
site in the historical, cultural, social and physical area with the choice of a field
of study and then I made up a suitable program of the public sphere. Finally, I
propose a concrete architectural project with the strategy and conceptual goal
considering the specificity of the site.
Through this research, I realized the proper development of public spheres
affects the regeneration of a declined former district and the role of the public is important. Ultimately, the neighborhood regeneration of the historic and cultural
old district allows to revitalize a city in forming public spheres that often use the
existing urban network with consideration of historic value and to help recovery
and dynamics of the local community. This three-dimensional and combined
process of the road network that connects to the road system can be linked
organically with various programs that emerged. By reinterpreting the historical
value to the contemporary era, these actions become a new paradigm of
sustainable neighborhood regeneration in the urban regeneration of the old
quarter that is declined because of desertification.
