해양경찰 교육훈련제도의 발전방안에 관한 연구 = A Study on Developmental Plan of Korea Coast Guard Education & Training System

Education & Training the whole life when as the korea coast guard policeman trying to consider the fact that finishes a duties, the mean and importance is a possibility of saying that is really precious, about korea coast guard policeman. When summarizes the developmental plan of coast guard education & training system, with afterwords is same.
First, education & training period is extention. About active investigation․introduce the phased senior (8 month - 10 months - 12 months) plan of the training period when currently is enforcing with a developmental plan from National Central Police Academy.
Second, is an suitableness of curriculum. Currently the investigation which is general must become accomplished about the curriculum which is in the process of operating. The addition of the curriculum which is suitable in various environment of present time boldly from strong will in the theoretical center of course existing, exuviates and must be converted in education of instance putting.
Three, must strengthen a humanism․sensibility education. Considers the importance of hereafter humanism․sensibility education and the assignment(21 hour degree) which is sharp must come to accomplish.
Four, is an social position guarantee and a welfare improvement about the student of education. In order become the same social position guarantee and welfare improvement from the interest which the government is active and korea coast guard and the ministry land transport and marine further with the interest which is governmental the support which is financial must precede of course.
Fifth, morale enhancement of the professor staff. Respects this from the allowance utmost urgency which is equal with the first line policeman and reinforcement etc. of guarantee, foreign research study etc. various domestic․external research study and academic society activity active promotion and the professor staff of research time the incentive which is suitable must be provided about the professor staffs.
Six, is a professionalism security of the korea coast guard research institute. Step forward does from activity of present time, about the korea coast guard organized whole research and development(R&D) to grope a conversion in the center.

국문 초록 (Abstract)

해양경찰에 대한 교육훈련은 평생을 해양경찰관으로서 소임을 다하는 것을 고려해 볼 때 그 의의와 중요성은 실로 막중하다고 할 수 있다.
해양경찰 교육훈련제도의 발전방안을 요약하면 다음과 같다.
첫째, 교육기간의 연장이다. 이에 대한 발전방안으로는 현재 중앙경찰학교에서 시행하고 있는 교육기간의 단계적 연장(8개월-10개월-12개월) 방안을 적극 검토․도입하여야 한다.
둘째, 교과과정의 적절성이다. 현재 운영 중인 교과과정에 대한 전반적인 검토가 이루어져야 한다. 현재의 각종 환경에 적합한 교과과정의 추가는 물론 기존의 이론중심의 강의에서 과감하게 탈피하여 사례위주의 교육으로 전환되어야 한다.
셋째, 인성․감수성 교육을 강화해야 한다. 향후 인성․감수성 교육의 중요성을 감안하여 대폭적인 배정(21시간 정도)이 이루어 져야 한다.
넷째, 교육생에 대한 신분보장과 복지향상이다. 이 같은 신분보장과 복지향상이 되기 위해서는 정부의 적극적인 관심과 해양경찰청과 국토해양부는 물론 더 나아가 범정부적인 관심과 재정적인 지원이 선행되어야 한다.
다섯째, 교수요원의 사기진작이다. 이를 위해서는 교수요원들에 대한 일선 경찰관과 동등한 수당 지급과 연구시간의 보장, 해외연수 등 각종 국내․외 연수 및 학회활동 적극 권장 그리고 교수요원의 증원 등 적절한 인센티브가 제공되어야 한다.
여섯째, 해양경찰연구소의 전문성 확보이다. 현재의 활동에서 진일보하여 해양경찰조직 전반에 관한 연구개발(R&D) 중심으로 전환을 모색해 나가야 한다.
