해사안전관리 효율화를 위한 조직 기능 수행체계 진단: 해상교통안전 분야를 중심으로 = A Diagnostic of Organization Function Performance System for Marine Safety Management Efficiency: Focused on the Maritime Traffic Safety Service

In maritime traffic safety service, it is becoming problem that ‘Ministry of Land, Transport and Maritime Affairs’ and ‘National Maritime Police Agency(Korea Coast Guard)’ do not correspond urgently to maritime traffic obstruction resolve and casualties of vessels because are operating vessel traffic service dually and not offer one-stop service about maritime traffic civil complaint. Futhermore, supervision of navigation signal management is belong to Maritime Affairs and Post Office. On this account, substantial 24 hours check and management of navigational are bring up the problems. Besides, it causes inefficiency of administration by duality of traffic facility and traffic safety function. In addition, in the Maritime Officer License Examination System as ‘The Maritime Affairs and Post office’, ‘National Maritime Police Agency(Korea Cost Guard)’ and ‘Korea Institute of Maritime and Fisheries Technology’ are take charge in ‘Agency of Administrative Control’ and ‘Agency of Administrative Disposition’ are not coincide with each is come up to the surface : reduce the effectiveness, efficiency and fairness of examination management. So, in this study, focused on the current system problems of maritime traffic in maritime safety field, how to operate in a developed countries and how to reset the organize system to solve the issues. It's reviewed the maritime traffic's present condition by written documents and research paper as a study method. Besides, by the article of the press, draw the issues of redundancy and jurisdiction in execution of operation. Also through the FGI(Focus Group Interview), seek for solutions of improvement and efficient operation for maritime traffic managing system. Based on this study, look up the possibility, which is merging the maritime traffic safety, as a merge the spread duties in every agencies to ‘National Maritime Police Agency(Korea Coast Guard)’, it's expected to boost the effectiveness cause of minimizing execution stages of maritime duties. What's more, it could set the well organized system and efficient the administration duty, also possible to execute without any new recruitment, it's high validity in cost effectiveness.

국문 초록 (Abstract)

해상교통안전 분야에 있어서 국토해양부와 해경이 해상교통관제 업무를 이원적 형태로 운영함에 따라 해상교통장애 해소와 선박사고 등에 긴급 대응이 곤란하다는 문제, 그리고 해양교통 민원에 대한 one-stop 서비스 제공 불가라는 문제가 제기되고 있다. 또한 해상교통시설(항로표지)관리에 있어서도 그 책임관할이 국토해양부 지방항만청 소속하로 되어 있기 때문에 실질적인 24시간 항로표지 점검 및 관리가 문제시되고, 그리고 교통시설과 교통안전 기능의 이원화로 국가행정 효율성 낭비라는 문제가 제기된다. 뿐만 아니라 해기사 면허관리에서도 국토해양부 지방항만청과 해경, 그리고 한국해양수산연수원에서 각각 담당함에 따라 행정단속기관과 행정처분기관이 일치하지 못하여 행정의 효율성을 저하시키고, 시험 관리상의 부실문제가 발생하여 공정성상의 논란이 제기되고 있다. 따라서 본 연구에서는 해사안전관리 분야 중 해상교통 분야(해상교통관제, 해상교통시설관리, 해기사 면허관리)를 중심으로 현행 체계상의 문제점을 살펴보고, 해외에서는 어떻게 운영되는지 그리고 그 문제점을 해소하기 위해 조직체계를 어떻게 재설정해야 하는지에 대해서 살펴보고자 하였다. 연구방법으로 각종 문헌자료, 연구보고서 등을 통해 해상교통 분야의 실태를 검토하였고, 언론 기사를 통해 업무 집행상 발생되는 중복성과 관할상의 문제를 도출하였다. 그리고 표집집단 면접법인 Focus Group Interview를 통해 해상교통 관리 체계상의 개선 및 효율화 방안을 모색하였다. 이를 토대로 해상교통안전 분야의 통합화 가능성을 모색한 결과, 각 기관으로 분산되어 있는 업무를 해경으로 통합함에 따라 해양업무 집행단계가 축소되어 효율성 제고에 기여할 것으로 예상되며, 통일된 조직체계 정비 및 효율적인 행정업무를 수행할 수 있을 뿐만 아니라 새로운 인력 증원 없이 업무수행이 이루어질 수 있으므로 비용 효과면에서도 그 타당성이 높다고 할 것이다.
