The objective of this study is to review the development of Korea Coast Guard(KCG) organization reform and to seek more efficient way to motivate the maritime policeman. Since UN international law of the sea agreement and EEZ(Exclusive Economic Zone) came into effect, international maritime environment has been changed as the competition on the water is getting high. Within the country, there is the increase of social conflicts arisen from the restriction of the fishing territory and decrease of fishery resources. In particular, as the maritime jurisdiction was expanded up to 200 NM(nautical mile) And a large number of people have turned to marine leisure activity as our national income increases. under these circumstances, there is such a high demand for maritime safety&security in order to protect the marine accident. so, the role of Korea Coast Guards in charge of marine protection and safty has been intensified the duties and the roles of the Coast Guards. In view of maritime rescue, the system of domestic vessels has been changed to multinational vessels, and the sea guarding within the territorial waters broadened to EEZ. and the public marine security system has been expanded to international police security system. So, KCG have come to perform a wide range of roles.KCG, a central administrative agency responsible for protecting maritime interest of Korea, is being confronted with an abrupt organizational change.However, compared with these variety of works and the important roles we have, The functions organization human resources equipments of coast guards are fragible at this point. So, it is important to note that we need capable human resources who could cope with a high demand of marine safety as well as expansion of new facilities and equipments. And our organization needs to be widely reformed in order to satisfy the specific needs for regional sea area. Now , The sea is not only the space for traditional marine industry of marine traspotation, harbors, fisheries and so on, but also the space for high-tech industry of marine leisure tour energy resources biotechnology. So, as the marine efficency and accessibility increases, it is important to build efficient maritime safty management system and strive forward to provide high quality maritime safty&security services.Also, the past system of KCG organization was very limited to provide optimum marine security services to meet the specific needs of regional sea area due to the fact that it had one single head quarter that directly controled over the whole sea area. In the case of 'shin poong ho' accident in 2005, when Korea coast guards faced the marine sovereignity disputes over Japan Coast Guard, we failed to deal with it since there was absence of middle commanders and mediation structure of the organization. KCG has jurisdiction over such wide extent of sea area that it has revealed the limitation on the rapid reponse on marine accident with the lack of execution and policy making. Therefore, in order to actively cope with these circumstances, KCG needs to be equipped with capable human resources, facility and equipment and the right system of the regional organization.KCG had been remained under the rule of the National Police Agency quiet long time, so the operation was only dealt with outstanding problems.However KCG strived harder enough in a positive way to cope with the innovation operation through the government-leading innovation activities.Therefore, KCG now has 1 Deputy Commissioner General, 6 Bureas, 23 Divisions in the KCG Headquarters in Incheon and has 3 Regional Headquarter in Mokpo, Busan, and Donghea. As subsidiary, there are KCG Academy and KCG Maintenance Workshop. As the special local administrative agency, KCG has 14 Coast Guard Stations nationwide on top of 74 Offices, 245 Branch Offices. KCG has Patrol ships, Crime Response Boats, Pollution Response Boats, and Aircraft (2 Airplane, 15 Helicopters), etc. through the function analysis and internal/external maritime environmental demanding analysis of the organization, I will find solutions for reform plan which KCG will become more effective and timelineess organization.It is very important to intensify Regional Headquarter and to empower the special local administrative agency for developing the operational capability to ensure national maritime sovereignity. And KCG continually has to motivate the most dissatisfied maritime policeman.
