세계화와 지방화시대의 도래와 함께 지방자치단체들은 지역특성에 맞는 환경정책을 수립하고 집행하여야 한다. 그러나 중앙정부는 지방자치단체들에게 환경행정사무를 이양하거나 위임함에 있어 지방자치단체들마다 불균등하게 나타나는 환경성과를 무시하고, 환경정책을 획일적으로 적용하고 있다. 따라서 본 연구는 지방자치단체들의 환경성과를 좌우하는 환경의지(EW)와 환경역량(EC)이 어떻게 나타나는지 살펴보고, 환경의지와 환경역량을 강화하기 위한 정책방안을 모색하였다.먼저 지방자치단체 환경정책의 문제점을 살펴보면 첫째, 중앙정부가 환경행정권한을 지방자치단체에게 이양 및 위임함에 있어 지방자치단체의 의지와 역량을 고려하지 않으며, 이양 또는 위임 후에 사후평가를 제대로 하지 않는다는 것이다. 둘째, 지방자치단체 환경정책 현황의 문제점으로 지역실정에 맞는 환경조직의 부재, 환경인력의 전문성 부족, 지방자치단체의 재정자립도를 고려하지 않은 획일적 환경예산 배정, 환경사무의 통합관리 부재 등의 문제점이 나타났다. 따라서 이러한 문제점을 해결하기 위해서는 현재 지방자치단체들의 환경성과가 어떻게 나타나는지에 대한 평가가 요구되었다. 이를 위해서 본 연구는 지방자치단체들(서울특별시와 6대광역시)의 환경성과인 환경의지(EW)와 환경역량(EC)을 분석하여 보았다. 먼저, 지방자치단체들의 환경의지를 분석하기 위해서 지방자치단체장의 환경관련 연설문과 시정연설문을 내용분석(Contents Analysis)하였다. 둘째, 지방자치단체들의 환경역량을 분석하기 위해서 인적역량(Human Resource Capacity)으로 환경관련 인력현황을 비교분석하였고, 물적역량(Physical Capacity)으로 환경예산, 환경법규, 자연환경, 생활환경을 비교분석하였다. 지방자치단체장들의 환경의지를 분석함에 있어 환경관련 연설문을 통한 내용분석은 연설문의 부재, 연설문 수의 형평성, 지방자치단체의 정치적 ․ 사회적 여건 차이 등의 문제점으로 인해서 분석의 제약요인이 많았다. 따라서 본 연구에서는 지방자치단체장들의 환경의지를 시정연설문을 통하여 분석한 결과를 기준으로 삼았다. 또한 종합분석에서는 지방자치단체들을 환경의지와 환경역량(인력, 예산, 법규)에 따라 지체형(Delayers), 진보형(Progressives), 노력형(Strugglers), 퇴보형(Regressives)으로 분류하였다.지방자치단체들의 환경의지와 환경역량의 분석 결과를 정리하면 다음과 같다. 첫째, 지방자치단체들의 환경의지는 광주광역시가 1.6%로 가장 높게 나타났고, 서울특별시는 0.2%로 가장 낮게 나타났다. 환경 범주별 분류에서 자연환경분야는 울산광역시(50%), 대기보전환경분야는 부산광역시(40.1%), 수질보전환경분야는 울산광역시(31.9%), 폐기물관리환경분야는 대구광역시(44.7%)가 가장 높게 나타났다. 하지만 지구환경분야에서는 대구광역시가 15.6%로 유일하다. 또한 시정연설문을 통한 환경의지 강도는 부산광역시가 22.1%로 가장 높게 나타났고, 서울특별시는 7%로 가장 낮게 나타났다.둘째, 지방자치단체의 환경역량 분석에서 전체 공무원 대비 환경공무원 비율이 가장 높은 지방자치단체는 광주광역시로 15.3%로 이며, 인구 1인당 환경공무원 비율도 0.06%로 가장 높다. 또한 지방자치단체의 총예산 대비 환경예산 비율이 가장 높은 지방자치단체는 울산광역시로 25.5%를 나타났으며, 인구 1인당 환경예산 비율도 31%로 가장 높았다. 지방자치단체들의 조례 및 규칙현황 비율에서는 대구가 8.7%로 가장 높게 나타났으며, 이에 반해 광주는 7%로 가장 낮게 나타났다. 하지만 환경관련 조례와 규칙현황 비율에 있어 지방자치단체들간의 큰 차이는 없었다.셋째, 지방자치단체들을 환경의지와 환경역량(인력, 예산, 법규)에 따라 분류하면 다음과 같은 결과를 얻을 수 있었다. 서울특별시, 대구광역시, 인천광역시는 자치단체장의 환경보전의지도 낮고 제도적 환경역량도 낮은 퇴보형(Regressives)에 속하는 지방자치단체로 평가할 수 있었다. 또한 부산광역시와 울산광역시는 환경보전의지는 낮지만 제도적 환경역량은 높은 지체형(Delayers)에 속하는 지방자치단체로 평가할 수 있으며, 광주광역시는 환경보전의지는 높지만 제도적 환경역량이 낮은 노력형(Strugglers)에 속하는 지방자치단체로 평가 할 수 있었다. 따라서 지방자치단체들이 환경보전의지도 높고 환경역량도 높은 진보형(Progressives)이 되기 위해서는 어떠한 정책방안을 모색해야하는지 살펴보았다.지방자치단체들이 환경의지와 환경역량이 높은 진보형이 되기 위해서는 다음과 같은 정책방안이 요구되었다. 먼저, 환경사무의 지방이양 및 위임에 있어 부분선점(partial preemption)제도를 활용하고, 지방자치단체의 실천능력과 의지를 검토하여 적절한 환경규제와 바람직한 환경정책 실천 가능성이 높은 단체에게 권한을 대폭 이양해 주어야 한다는 것이다. 둘째, 환경조직에 있어 환경조직의 통합관리, 지역실정에 맞는 환경조직 편성, 광역환경행정을 통한 환경관련부서의 이해와 협조 등이 필요하다. 셋째, 환경인력에 있어 환경관련 공무원의 확충, 외부임용제를 통한 전문 환경공무원의 확보 등이 필요하다. 넷째, 환경예산에 있어 지방자치단체는 재정자립도를 고려한 탄력보조율제도의 도입, 환경예산 확보를 위한 지방자치단체장의 환경마인드 향상 등이 요구된다. 다섯째, 환경업무에 있어 환경관련 업무의 통합관리, 환경규제업무에 대한 인센티브제공과 통제 등이 필요하다. 여섯째, 환경법규에 있어 환경정책과 관련한 법규를 늘리고, 규제지향적인 법규보다는 지역 환경정책에 올바른 보조역할을 할 수 있는 환경법규가 제정되어야 한다는 것이다. 또한 지방자치단체는 환경의지와 환경역량을 향상시키기 위해서 환경보전 실천 행동을 이끌어 내기 위한 환경교육을 강화하고, 국제환경레짐에 능동적으로 참여하여 지구환경보전을 위한 정책을 수립하고 집행해야 할 것이다.본 연구는 서울특별시와 6대광역시의 환경의지(EW)와 환경역량(EC)을 평가해봄으로써 지방자치단체들마다 환경성과가 불균등하게 나타난다는 사실을 알 수 있었으며, 환경성과를 강화하기 위한 정책방안을 제시하였다. 하지만 대부분의 지방자치단체들이 환경보호보다는 개발이익 추구에 더 열을 올리고 있다는 점에서 문제가 심각했다. 따라서 중앙정부, 환경시민단체, 지역주민은 지방자치단체의 패러다임이 환경에 더 관심을 가질 수 있도록 행정적 지원과 환경오염 감시에 대한 통제를 강화해야 한다는 것이다.

With the advent of Globalization and Local Autonomy, local governments must set up and execute environmental policies that suit the local characteristics. However, the central government ignoring the environment-related achievement which appears unevenly in local governments because the central government is revolving or delegating the authority to local governments over their administrative work related to the environment and is applying one-size-fits-all environmental policy. Therefore, this study looked at how the Environmental Willingness(EW) and Environmental Capacity(EC), which determine the environmental achievement by local governments, are working on a practical basis and explored possible measures at policy level to strengthen the Environmental Willingness and Capacity.To sum up the result of our analysis on the Environmental Willingness(EW) and Environmental Capacity(EC) of local government : First, we found in a survey, which questioned heads of local governments to evaluate their Environmental Willingness, the mayor of Gwangju had the highest Environmental Willingness of 1.6%. Meanwhile, mayor of Seoul had 0.2%, which was the lowest. In a survey based on the environmental category, mayor of Ulsan recorded the highest rates 50% in the category of natural environment. In the category of air quality preservation, mayor of Buan lead others by recording 40.1%. In the water quality preservation, mayor of Ulsan recorded 31.9%. In the category of waste management environment, mayor of Daegu recorded 44.7%. In the category of earth environment, mayor of Daegu was the only person who recorded high rates 15.6%. From the analysis on the speech on the municipal policy by using the index measuring the intensity of Environmental Willingness, mayor of Busan had recorded the highest rate of 22.1%, whereas Mayor of Seoul had recorded the lowest rate of 7%.Second, in a survey that questioned the local government to evaluate their environmental capacity, Gwangju city was found to have the highest ratio 15.3% of public servants in charge of environmental affairs to the total number of public servants. In addition, Ulsan city turned out to have the highest ratio of environmental budget to the total budget in 25.5%, and also had the highest ratio 31% of per capita environmental budget. In terms of the ratio regarding the regulation and rule set by local governments, Daegu city turned out to have the highest ratio 8.7%, whereas Gwangju city was found to have the lowest ratio 7%. However, there was no significant difference in the ratio concerning the regulation and rule related to the environment.Third, we reached the following conclusion when we use the index of Environmental Willingness and Capacity(human resources, budget and regulation/law) and display them on quadripartite diagram. Most of local governments displayed weak Environmental Willingness and Environmental Capacity which means a Regressives trend. Though the heads of local governments turned out to have high awareness about the environment, those local governments were found to belong to Strugglers category. In light of that, this study recommends a measure to pull up local governments into Progressive category, which still remain in the category of being Regressive, Struggling, Delayers.The following measures are required to help local governments beef up their Environmental Willingness and Capacity. In the first place, the partial preemption has to be applied when the environmental administrative work authority is revolved or transferred to local governments, and that authority must be extensively delegated to organizations, which are very likely to execute appropriate environmental regulation and desirable environmental policies, following the review on their capacity and willingness to translate them into action.Second, there should be more understanding and cooperation by the relevant department in charge of environmental affairs in structuring the environmental administrative organizations which determine the achievement of environmental goals set by local governments, regarding the integration and management of environmental organizations, formation of environmental organizations that fits the local characteristics and pursuing environmental administration over the large area.Third, professional public servants should be hired and retained by expanding the recruitment of public servants in charge of environmental affairs and using the external employment system in order to secure administrative personnel dealing with the matters related to the environment.Fourth, in setting up the budget for the environment, elastic rate of subsidy has to be initiated in consideration of their financial independence, and heads of local governments need to improve their attitude and mind-set to secure the budget for the environment.Fifth, for the environmental administrative works, local governments need to integrate works related to the environment, provide and control incentives for the work related to the regulation of the environment. Moreover, they need to strengthen their environmental willingness and environmental capacity, for which they have to strengthen the environmental education, join the international environmental regime to establish and execute policies designed to preserve the environment of earth, inducing the activities aiming at the preservation of environment.Through this study, we could figure out how much Environmental Willingness(EW) and Environmental Capacity(EC) local governments have, by evaluating the environmental achievement of Seoul metropolitan government and 6 metropolitan cities. From our analysis, we find a serious problem that most of local governments are more enthusiastic for developing the environment than preserving it. Therefore, the paradigm of central government, environmental civil groups and local residents must bring about more oversight and control of environmental pollution as well as administrative support, to ensure an increased interest in the environment.
